Under the situation of increasing downward pressure on economic operation, overall loose grain supply, persistently high inventory and tight storage capacity, the acquisition of autumn grain this year will face a more complex situation and greater risk pressure.

In accordance with the requirements of national policy, China Grain Storage, together with the parties concerned, strictly selected the entrusted purchase sites, and the qualification conditions for participating in the storage sites in addition to meeting the basic requirements such as grain purchase qualifications, bank accounts, storage facilities and no violations of discipline within three years, the head office further proposed to the entrusted storage sites, including storage capacity requirements of not less than 10, 000 tons, and provide bank AA- (medium) or above credit certificate. And provide the people's Bank of China with no bad record credit certificate and other four requirements.

At present, 2958 corn storage and acquisition sites have been arranged in the northeast region. Among them, there are 1260 storage sites (including leasing points) of enterprises directly under the storage of grain.

In addition, in order to alleviate the problem of insufficient effective storage capacity in Northeast China, maximize the collection and storage capacity of enterprises directly under medium grain storage, and effectively control grain storage and management risks, the China Grain Storage Corporation plans to build a new thousand-ton hoard with fire prevention function in Northeast China, which will play an effective role in the purchase of autumn grain this year. This measure can alleviate the contradiction of insufficient storage capacity to a great extent.

What is noteworthy is that since the beginning of this year, the State Grain Administration has cooperated with the National Development and Reform Commission to implement the State Council's deployment, actively innovate investment and financing mechanisms, and adopt various forms to support and guide enterprises to build warehouses.

In June 2014, the 52nd executive meeting of the State Council decided to build 100 billion jin of grain storage facilities in 2014 and 2015, and included the construction of grain storage facilities in the national key projects. It is mainly due to the bumper harvest, relatively low international grain prices, a substantial increase in domestic grain stocks, and a serious shortage of warehousing capacity.

Up to now, the 100 billion jin warehouse construction project has arranged a total investment of 9.285 billion yuan in the central budget, with a construction scale of 108.3 billion jin, and an additional 4 billion yuan in the central budget in July this year, with a construction scale of 21.4 billion jin, which is mainly arranged for the China Grain Storage Corporation, as well as three provinces and one region in Northeast China, where there is a large gap in storage capacity, and Guangdong, Zhejiang, and other provinces with heavy tasks of increasing storage.

At present, all the above central investment plans have been issued, of which the construction warehouse capacity of three provinces and one region in Northeast China has a total capacity of 59.5 billion jin. Most of the provincial investment decomposition plans have been implemented in specific projects, and various localities are actively under construction. It is estimated that about 100 billion jin of warehouse capacity can be completed and put into use in the process of purchasing autumn grain this year.

The central government 37.2 billion rewards major grain (oil) producing counties.

With regard to the purchase of autumn grain, the central government allocated about 15 billion yuan in 2015 to support the construction of grain storage facilities and the maintenance and renovation of "dangerous warehouses", and to clarify the financial subsidy policy for the construction of inter-provincial warehouses and simple warehousing facilities. we will step up efforts to release warehouses and press warehouses to effectively alleviate the pressure on warehouses in the northeast region. We will timely and fully allocate subsidies for the central reserve grain and oil, the minimum purchase price and the interest cost of temporary grain and oil reserves, and support the China Grain Reserve Corporation and other companies to comprehensively roll out the acquisition network so as to achieve all the receipts due.

In addition, we have also continuously increased investment in major grain-producing areas and increased incentives for major grain-producing counties. in 2015, the central government allocated 37.2 billion yuan for grain (oil)-producing counties, an increase of 2.1 billion yuan over the previous year, of which 11.45 billion yuan was allocated for three provinces and one district in Northeast China, accounting for 30.8% of the total reward funds. Stable support for risk funds in major grain producing areas. Grain risk funds in 13 major grain producing areas, including three provinces and one region in Northeast China, are fully borne by the central finance. Recently, all the central financial subsidies for the 2016 grain risk fund have been allocated to the local governments in advance, of which 6.22 billion yuan has been allocated to the grain risk fund of the three provinces and one region in Northeast China to support the development of new business entities such as large growers and promote the adjustment of planting structure. Improve the efficiency of agricultural development.

Third, steadily promote the reform of the price formation mechanism of grain and other agricultural products. In 2015, the central government allocated subsidies for the target prices of soybeans and cotton in a timely manner, gradually realizing that the prices of soybeans and cotton were mainly formed by the market, the interests of farmers were better protected, and clearly continued to implement the target price subsidy policy for soybeans and cotton. and guide local governments to improve the operation of subsidies and improve the efficiency of financial subsidies. We will continue to support the implementation of the policy of minimum purchase prices for wheat and rice, stabilize grain production and increase farmers' income.

Finally, the central government has allocated 201.1 billion yuan in advance for agricultural support and protection subsidies, agricultural machinery purchase subsidies, agricultural technology extension and service subsidies, modern agricultural production development, irrigation and water conservancy facilities construction subsidies, agricultural disaster prevention and production, and other related funds in 2016 to support farmers to carry out agricultural production in winter and spring, guide the development of various forms of moderate scale operation, and enhance the level of agricultural mechanization and agricultural science and technology support capacity. We will strengthen the construction of irrigation and water conservancy infrastructure.
