National Pig raising Policy in 2020

I. subsidies

According to the subsidy standards issued in 2019, those with a pig breeding scale of more than 3000 will be subsidized by 800000; those with 2000 to 2999 will be subsidized by 600000; those with 1000 to 1999 will be subsidized by 400000; and those with 500 to 1999 will be subsidized by 200000.

The subsidy for improved pig breeds will be implemented, and the subsidy standard for each sow capable of breeding shall not exceed 40 yuan per year.

The subsidy for compulsory culling of African classical swine fever has been adjusted from annual settlement to semi-annual settlement. After the central and provincial financial funds are released, counties and cities should pay the subsidy funds within three months.

Land for aquaculture

The land for pig breeding shall be managed according to agricultural land, there is no need to go through the formalities for examination and approval of construction land, and the land for pig breeding shall be allowed to use general cultivated land.

The land for production facilities such as pig breeding pens, passageways in the farm and green isolation belts will be abolished to ensure the demand for facilities such as waste disposal for pig breeding and production.

Breeding facilities allow the construction of multi-storey buildings, commonly known as "building" to raise pigs.

III. Delineation of conservation areas

No-maintenance areas shall be designated scientifically in accordance with the law, and other rules and normative documents other than national laws and regulations and local regulations shall not be used as the basis for the designation of no-maintenance areas. Resolutely and thoroughly rectify those who engage in "pig-free counties" and "pig-free townships" in the name of environmental protection.

To rectify and reform the situation of overdividing prohibited areas in violation of laws and regulations, strengthen policy support for rectification and adjustment of prohibited areas, give priority to the reconstruction of large-scale farms that need to be relocated in prohibited areas, and speed up the examination and approval of environmental assessment for livestock and poultry breeding projects that meet the requirements of environmental protection, give a reasonable transition period to those farm households that really need to be closed, and it is strictly forbidden to adopt simple measures such as "all farmers are closed".

IV. Insurance

As of December 31, 2020, the insurance amount of fertile sows will be increased from 1000-1200 yuan to 1500 yuan, and that of fattening pigs will be increased from 500-600 yuan to 800 yuan. Places with the conditions are encouraged to grasp the time window and continue to carry out and expand the pilot project of pig price insurance.

Discount on loans

The implementation period of working capital discount for pig breeding farms and large-scale pig farms will be extended to December 31, 2020. During the extension period, the construction funds for new construction, reconstruction and expansion of pig farms that meet the requirements will be included in the scope of support.

VI. Transport

From September 1, 2019, the "green channel" policy for the transportation of fresh agricultural products will be resumed for vehicles legally transporting piglets and chilled pork.

During the period from September 1, 2019 to June 30, 2020, vehicle tolls will be exempted for vehicles legally transporting breeding pigs and frozen pork.

VII. Mortgage loan

Pilot projects of mortgage loans for land management rights, breeding houses and large-scale breeding machinery will be carried out in Liaoning, Henan, Guangdong and Chongqing to support areas with conditions for live pig mortgage registration and circulation in accordance with the principles of marketization and risk control. We will actively and steadily carry out the pilot project of live pig mortgage loans.

Pig breeding farms (local pig breeding farms), pig breeding farms and slaughtering and processing enterprises that meet the credit conditions but encounter operational difficulties temporarily shall not blindly restrict loans, draw loans or cut off loans.

VIII. Agricultural machinery

In principle, all the items of machinery applicable to pig production within the scope of national agricultural machinery purchase subsidies should be included in the scope of provincial subsidies, and all agricultural machinery equipment such as automatic feeding, environmental control, epidemic prevention and control, waste disposal and other agricultural machinery equipment purchased by pig farms (households) should be replenished.
