What are the policies and regulations for the construction of pig houses in 2020?

According to the Circular on issues related to the Protection of Land for Pig farming issued by the General Office of the Ministry of Natural Resources, the notice emphasizes the need to improve the land policy for pig production:

1. As facility agricultural land, according to the management of agricultural land, there is no need to go through the formalities for examination and approval of construction land; under the premise of not occupying permanent basic farmland, reasonably arrange the land space, and allow pig breeding land to use general cultivated land, as a breeding use, there is no need for cultivated land to occupy and supplement balance.

2. The land for production facilities such as pig breeding pens, passageways in the farm and green isolation belts shall be determined according to the scale of breeding; the scale of land for ancillary facilities shall be increased, and the upper limit of 15 mu shall be abolished to ensure the need for facilities such as waste disposal for pig breeding and production.

3. Encourage the use of barren hills, barren ditches, barren hills, barren beaches and rural collective construction land and land for original breeding facilities for pig breeding and production, and all localities can further formulate incentive and support policies.

II. Local developments

1. Tianjin

According to the new policy of Tianjin, as facility agricultural land, pig breeding land is managed according to agricultural land, and there is no need to go through the formalities of examination and approval of construction land. Under the premise of not occupying permanent basic farmland, pig breeding land is allowed to use general cultivated land, and the balance of cultivated land occupation and compensation is not needed for breeding purposes. Resolutely and quickly abolish the no-maintenance provisions and over-delineated no-maintenance areas beyond the laws and regulations.

The land for production facilities such as pig breeding pens, passageways in the farm and green isolation belts will be subsidized by 1000 yuan for each breeder pig introduced into the core breeding farm and the newly-built pig breeding farm according to the breeding, and the subsidy period will run from the date of promulgation of the policy to the end of 2020. Scale to determine the scale of land; increase the scale of land for ancillary facilities, abolish the upper limit of 15 mu, and ensure the need for facilities such as waste disposal for pig production (in principle, the land for ancillary facilities is controlled within 7% of the scale of the project). The land for pig breeding facilities can be obtained by the farm (household) and the township government and rural collective economic organizations through consultation and signing a land use agreement.

2. Jiangxi Province

When drawing up land and spatial planning, all counties (districts) should reasonably arrange new land for pig farming, plan the construction sites of more than 50,000 pig farms (pig-raising communities), each site is not less than 100 mu, and actively introduce large-scale pig-raising enterprises to invest in the construction of modern pig farms. The new breeding land will be reported to the Municipal Bureau of Natural Resources and Planning and the Municipal Bureau of Agriculture and Rural areas for the record before the end of 2019. All counties (districts) should, in accordance with the relevant regulations of the Ministry of Natural Resources to guarantee pig farming land, implement the policy of facility agricultural land, reasonably increase the scale of land for ancillary facilities, abolish the upper limit of 15 mu, and ensure the need for facilities such as waste disposal land. Local pig farms (households) are encouraged to use rural collective construction land and barren hills, barren ditches, hills, barren beaches and other "four wastelands" to build, rebuild and expand pig farms to develop pig production. At the same time, prohibited breeding areas should be scientifically delineated in strict accordance with the law, and prohibited breeding areas should not be delineated beyond the scope except those clearly stipulated in laws and regulations.

3. Xuzhou

The category of land for pig farming is defined in compliance. As facility agricultural land, pig breeding land is managed according to agricultural land, and there is no need to go through the formalities of examination and approval of construction land. Under the premise of not occupying permanent basic farmland and new supplementary cultivated land projects, reasonably arrange the space of pig breeding land, allow pig breeding land to use general cultivated land, and do not need the balance of cultivated land for breeding purposes.

Reasonably guide the site selection of pig breeding land. We will encourage the use of barren hills, barren hills, barren beaches and idle rural construction land to arrange pig breeding and production, and encourage the use of existing facilities for pig breeding and production.

Fully ensure the scale of land for pig farming. The land for production facilities such as passageways and green isolation belts in pig breeding areas shall be determined according to the scale of breeding, the scale of land for ancillary facilities shall be increased, the upper limit of 15 mu shall be abolished, and the needs of facilities such as waste disposal for pig production shall be guaranteed.
