two。 Management and control

Where hunting, trading, transportation and consumption of wild animals are prohibited by the Wildlife Protection Law and other relevant laws, they must be strictly prohibited. It is completely prohibited to eat "terrestrial wild animals of important ecological, scientific and social value" protected by the state, as well as other terrestrial wild animals, including artificially bred and artificially raised terrestrial wild animals. It is completely prohibited to hunt, trade and transport terrestrial wild animals that grow and breed naturally in the wild environment for the purpose of food.

Second, it is strictly forbidden to trade in illegal wild animals, and violators will be severely punished!

The current wildlife protection law focuses on the protection of wild animals, and the legal norms of fasting are limited to national key protected wild animals and other protected wild animals without legal sources and unqualified quarantine. The Wildlife Protection Law and other laws do not clearly stipulate whether "Sanyou" wild animals (that is, "terrestrial wild animals of important ecological, scientific and social value") and other unprotected terrestrial wild animals are prohibited. The newly issued decision, on the basis of the Wildlife Protection Law, is guided by a total ban on the consumption of wild animals, expands the scope of legal regulation, and establishes a system to completely ban the consumption of wild animals, so as to prevent and control major public health safety risks from the source:

Third, what boundaries should we pay attention to and grasp when fasting wild animals completely?

Fishing for fish and other natural fishery resources is not only an important mode of agricultural production, but also a common international practice, which has been regulated by the Fisheries Law. According to the "decision", fish and other aquatic wild animals are not included in the fasting scope.

two。 The more common livestock and poultry (such as pigs, cattle, sheep, chickens, ducks, geese, etc.) are mainly edible animals, which are managed in accordance with the Animal Husbandry Law, Animal epidemic Prevention Law and other laws and regulations. The artificial breeding and utilization of some animals (such as rabbits, pigeons, etc.) has been widely accepted by the people for a long time and mature technology. the resulting output value and employees have a certain scale, and some of them play an important role in poverty alleviation. In accordance with the provisions of the decision, these animals listed in the catalogue of Animal genetic Resources stipulated in the Animal Husbandry Law also belong to livestock and poultry, and their breeding and utilization, including food, shall be managed by the provisions of the Animal Husbandry Law, and strict quarantine shall be carried out.

3. In accordance with laws and regulations such as the Law on the Protection of Wild Animals, the Law on traditional Chinese Medicine, the regulations on the Administration of Experimental Animals, the regulations on the Management of Urban Zoos, and the relevant provisions of the State, wild animals can be used for non-edible purposes because of special circumstances such as scientific research, medicinal use, display and so on. At the same time, strict examination and approval and quarantine inspection system shall be implemented in accordance with the relevant provisions of the State. For the use of wild animals for non-edible purposes, the decision requires the State Council and its relevant competent departments to formulate and improve relevant regulations on examination and approval and quarantine inspection in a timely manner, and strengthen the management of examination and approval and quarantine inspection.
