Vice Minister of Agriculture: innovating the Modern Agricultural Model of Financial Service

From November 19 to 20, an advanced seminar on financial services and modern agriculture was held in Beijing. Zhang Taolin, vice minister of the Ministry of Agriculture, stressed at the seminar that it is necessary to adhere to the demand orientation, strengthen cooperation between government and banks, explore effective models for innovative financial services in modern agriculture, and spare no effort to promote the construction of a policy-oriented agricultural credit guarantee system. we will continue to improve the ability and level of financial services for the development of modern agriculture.

Zhang Taolin pointed out: at present, China has reached a period of historical opportunity for the "trinity" of agricultural industrial policy, fiscal and taxation policy, and financial policy to work together to support agriculture. It is necessary to optimize the structure of fiscal expenditure in accordance with the deployment of the central system, innovate the policy of fiscal support for agriculture in terms of goal orientation, support object and support mechanism, and strengthen the collaborative innovation of industry, finance, financial departments and institutions. focus on the new type of agricultural operators, design a policy package of fiscal and financial tools with richer contents, clearer levels and more efficient measures. Finally, it will achieve a win-win situation of the level of the agricultural industry, the stable development of financial and insurance institutions, the high efficiency of financial subsidies, and the ultimate benefits for farmers.

Zhang Taolin stressed: the establishment of an agricultural credit guarantee system covering the whole country is an important starting point for promoting the transformation of agriculture, adjusting the structure, building modern agriculture, and expanding and strengthening the main body of a new type of agricultural operation. it is the key work of the agricultural sector at present and for a period of time in the future, and agricultural departments in various localities should attach great importance to it and take the initiative to speed up the establishment of agricultural credit guarantee institutions at the provincial level. Local agricultural departments should proceed from the overall situation and long-term consideration, accurately grasp the policy, independence and concentration of agricultural credit guarantee institutions, actively cooperate and take the initiative to enter the position, so as to ensure steady progress in the construction of the national agricultural credit guarantee system.

At the seminar, the people's Bank of China, the China Banking Regulatory Commission, the Ministry of Finance and other relevant departments made special reports. Ten financial institutions, including policy banks, commercial banks, Internet banks, rural credit cooperatives and village banks, introduced their explorations and experiences in product innovation and service innovation. The provincial agricultural departments exchanged information on the preparations for the establishment of provincial agricultural credit guarantee institutions. Relevant rural financial experts gave special lectures on rural financial reform and innovation, the governance structure of guarantee companies and related legal issues.
