In accordance with the spirit of this instruction, it is of great practical significance to strictly guard against the "negative effects" of industrial and commercial capital going to the countryside to standardize land circulation, strengthen the protection of cultivated land and maintain food security.

Promoting land circulation and realizing scale operation is not only the only way to develop modern agriculture, but also the basic direction of the new round of rural reform. Land circulation and scale operation often need capital participation, urban industrial and commercial capital is to adapt to this situation, have to go to the countryside to participate in rural construction, to a certain extent, to solve the funding gap of large-scale operation of rural land.

However, the profit-seeking nature of capital makes some industrial and commercial capital go to the countryside to pursue profits unilaterally. Some industrial and commercial capital are "evil" and go to rural areas to "sell dog meat" and carry out non-agricultural construction in the name of agriculture. Some wantonly seize fertile land and engage in real estate development under the banner of "sightseeing agriculture" and "rural tourism development", while others build golf courses against the wind under repeated orders of the state, which not only destroys precious cultivated land resources, but also endangers the country's red line of 1.8 billion mu of cultivated land.

What's more, some industrial and commercial capital went to the countryside not to stare at agriculture, but to aim at the state's supporting policies on agriculture, spending a lot of energy on departmental public relations, scrambling for various subsidies and project support funds, and unintentionally managing the land normally, leaving the vast tracts of fertile land transferred to their hands desolate.

The "capriciousness" of some industrial and commercial capital will also become an inducement that affects the harmony and stability of rural society. After going to the countryside, some industrial and commercial capital do not act strictly in accordance with the relevant laws and regulations on land circulation or expropriation, but try to acquire land by "shoulder-to-shoulder" with local real power figures, thus infringing upon the legitimate rights and interests of farmers, causing public dissatisfaction and even causing some social problems.

In order to prevent the "negative effect" of industrial and commercial capital deviation, the dominant position of farmers in land management and circulation should be respected. At present, the governance structure in some parts of rural areas is not perfect, and the democratic decision-making procedures are not in place. It is necessary to further improve the system design, so that farmers have a real say in land transfer, so that land transfer in line with the wishes of farmers, and carried out in a legal and orderly manner.

The relevant local departments should shoulder the responsibility of supervision. We should not only take good care of the "money bag" of agricultural support funds, prevent the collection of support funds, and really let the support funds be used in agriculture. At the same time, we should strictly abide by the "red line" of cultivated land protection, and make the land transfer reasonable and standardized through the whole process and in place supervision, so as to prevent land use from deviating from the normal track.
