The situation of "substandard, occupying advantages and disadvantages, occupying paddy fields to make up dry fields" is relatively grim. The results of the second national land survey can be seen: during the 13 years from 1996 to 2009, the country reduced more than 203 million mu of arable land, a large number of which are high-quality arable land, especially the fertile soil in the southeast coastal areas with good light and water resources. Under the current situation of accelerated development of urbanization, to tighten the red line of cultivated land quality, we should first strengthen the awareness of soil protection, rising from "cherishing land" to "cherishing soil". Great efforts should be made to promote the reuse of the cultivated land occupied by construction and stripped off the tillage layer. In order to deal with the great challenge of the balance of occupation and compensation of cultivated land, we must treat "land and soil" differently, land expropriation does not expropriate soil, land occupation first save soil. Based on the annual occupation of 5 million mu of cultivated land, if all the soil in the tillage layer is stripped and utilized, it can rebuild more than 2 million mu of high-quality cultivated land or transform 3.5 million mu of medium-and low-yield farmland, improve the quality of cultivated land grade 2 and so on. It is urgent to let the lost cultivated land be "recovered" and "brought back to life".
To tighten the red line of cultivated land quality, we must give valuable cultivated land a respite. It takes two centuries for one centimeter thick soil to form naturally, and two to four centuries for one centimeter thick plough layer. For this reason, it is not too much to say that cultivated land is as precious as giant pandas. It is necessary to strictly implement the No. 1 document of the CPC Central Committee in 2015, carry out pilot projects to recuperate agricultural resources, and promote the treatment and remediation of soil pollution in a planned and step-by-step manner.
