It can be seen that the pollution of livestock and poultry breeding has become an important factor of agricultural non-point source pollution, and it is also an important reason that affects the agricultural ecological environment.

In fact, not only large-scale livestock and poultry farms, many farms in China have such a problem, that is, there is not enough understanding of fecal pollution. Some farms are built on mountains or water bodies with high terrain, ventilation and convenient discharge of feces and wastes. this location and design have a serious impact on the mountains and water bodies; some farms have an understanding of improving the technological capacity of livestock and poultry, while traditional and natural methods are often adopted for simple treatment of excreta. Even if some farms have some treatment facilities and equipment, they do not use them because they want to increase production costs, and some farms lack the ability of recycling and lack of processing conditions, technology and marketing means. the waste that could have been recycled has become a source of pollution instead.

At the same time, the punishment of pollution caused by livestock and poultry breeding in our country is not enough. For example, although some farms have withdrawn from the prohibited areas, the pollution and residues produced in the original production process have not been completely removed, because the main responsibility of the governance is not implemented, the punishment effect is not obvious.

To sum up, the author believes that further efforts are needed to control the pollution of livestock and poultry breeding.

First of all, it is necessary to improve the understanding of livestock and poultry breeding pollution, look at livestock and poultry breeding from the perspective of the new normal of economic development, fully understand the serious consequences of fecal and waste pollution, and speed up the improvement of livestock and poultry breeding pollution treatment capacity.

Secondly, strengthen the infrastructure construction of farms, strictly formulate relevant emission standards, and implement the standard construction in the construction and technical transformation of farms, raise the threshold for pollution prevention and control from the planning and design level, improve pollutant treatment capacity and effect, and promote the recycling of emissions from large-scale livestock and poultry farming.

Third, to strengthen the technical guidance for the comprehensive utilization of livestock and poultry breeding wastes, measures such as manure drying and harmless treatment can be adopted to process the wastes produced in the breeding process into organic fertilizers, biogas and other production and living materials for recycling. Explore and try a fixed-point subsidy mechanism to subsidize farms (households) that carry out waste recycling, reduce recycling costs and improve their enthusiasm for waste recycling.

Fourth, strengthen the supervision of pollutant discharge in farms, formulate strict pollutant supervision standards and industry access mechanisms and implement them. Farms that can not meet the pollutant treatment standards must be urged to meet the standards, govern in accordance with the law or be forced to withdraw.
