The annual listing of new wheat has begun, and the implementation plan of the lowest purchase price has been launched in some provinces in the producing areas. The lowest purchase price of wheat is 1.18 yuan per jin, and the grade difference between adjacent grades is controlled at 0.02 yuan per jin. Collection and storage enterprises are also carried out in strict accordance with this plan. But for most farmers, it is out of reach.

Take Jiangsu as an example, according to the survey, the sickle was opened relatively early in southern Jiangsu, and the new wheat was also put on the market earlier. After Jiangsu launched the implementation plan of the minimum purchase price on May 26, the purchase prices of some large grain trading companies in southern Jiangsu were between 1.15 and 1.16 yuan per jin. The boss also admitted that the quality of wheat this year was similar to that of last year, but the purchase price was 2 cents lower per jin. Some rural brokers make up a lot of reasons among farmers, and even lower grades and lower prices to buy farmers' wheat.

Wheat in the mountainous areas of northern Jiangsu and northeastern Anhui began to be harvested in late May, and new wheat has been sporadically put on the market. Although the implementation plan was launched in time for the lowest purchase price, the price of new wheat was much lower than that of supporting the market. Some rural brokers buy farmers' wheat between 1.05 and 1.12 yuan per jin, which is 0.06-0.13 yuan less than that bought by the city. According to rural brokers themselves, with the bulk listing of new wheat, the price will rise, but it will be 0.02-0.04 yuan per jin lower than the market price.

The survey shows that more than 80% of wheat growers are sold directly to rural brokers far below the price of supporting the market. the above reasons are mainly due to the following aspects:

Farmers are lack of means of transport. Most farmers have a distance from the collection and storage enterprises, a few kilometers short and more than 10 kilometers long. in order to sell wheat, they find it uneconomical to hire a car, so they sell it at the price proposed by rural brokers.

There is a shortage of labor at home. A considerable number of farmers' labor force went to work in other places, and considering the cost and other factors, the wheat season did not come back, so they had no choice but to sell it according to the prices of rural brokers.

Lack of publicity on the new wheat purchase policy. At present, everyone in the grain department is basically aware of the implementation of the minimum purchase price, but it is greatly discounted in the vast rural areas. at present, functional departments seldom go to farmers for door-to-door publicity. Some farmers do not even know where the collection and storage enterprises are.

Rural brokers lack supervision. It is difficult for rural brokers to go to rural areas to make a series of visits, and it is also difficult to deal with the pressure of rural brokers.

It is suggested that we should strengthen the services of wheat growers, encourage and support the door-to-door purchase of collection and storage enterprises, strengthen the publicity of grain purchase policies among farmers, strengthen supervision, crack down on all acts of suppressing grades and prices, and effectively safeguard the interests of farmers.
