At present, China's agriculture is in a critical period of accelerating transformation. Whether traditional agriculture can successfully realize the leap from traditional agriculture to modern agriculture depends to a large extent on whether the process of land circulation and moderate scale management can be promoted smoothly and orderly. With the introduction of policies to speed up land transfer, rural land transfer and appropriate scale operation are ushering in a period of accelerated development.

However, due to a series of complex restrictive factors, we should not "pull out seedlings to encourage" in the process of promoting land circulation. We should pay close attention to the protection of the interests of hundreds of millions of farmers and the support of new agricultural operators. We should pay close attention to the appropriate adjustment of agricultural support policies.

The right of contracted management of land belongs to farmers, and whether the land is transferred or not should be decided by the contracted farmers themselves. On the one hand, simplified administrative means can not be used to promote land transfer and moderate scale operation, and the process of promoting land transfer and moderate scale operation can not evolve into the deprivation of farmers' land rights and interests by other stakeholders. On the other hand, the mode of "low solidification" can not be simply adopted to promote land circulation and moderate scale operation. A large number of investigations show that "long-term rental, fixed rent and annual payment" is still the main mode of land circulation at present. Although the way of calculating rent according to the real price of the current year basically ensures the security of the income of the transferred land, however, it is difficult for farmers to fully participate in the process of agricultural scale operation. In the process of promoting land transfer, more attention should be paid to the protection of farmers' dominant position, and more attention and support should be given to the exploration of land transfer by means of guaranteed bottom dividend and so on.

At present, the disadvantages of the management of small farmers in China are becoming more and more prominent, and the demand for changing the traditional mode of agricultural management is becoming more and more intense. At the same time, profit-driven industrial and commercial capital is entering agriculture and rural areas. in some rural areas, the model of corporate agriculture has developed rapidly. International experience has proved that the model of agricultural companies is difficult to promote agricultural development continuously and efficiently, and the development of modern agriculture must take agriculture as the occupation and rural society as the basic living space as the main body. Therefore, the development of modern agriculture in China should not and can not be at the expense of the decline of farmers, nor can it simply exclude the entry of agricultural enterprises, which must be a development trend of mixed management.

Therefore, in the process of promoting land transfer and moderate scale operation, on the one hand, we should give full play to the comparative advantages of agricultural enterprises in the fields of resource integration, technology absorption and quality control, and support the appropriate development of agricultural enterprises in the fields they adapt to. According to the natural economic conditions of different regions, the transfer of rural labor, the level of agricultural mechanization and other factors, we should determine the appropriate standards for large-scale operation of land in this region, so as to prevent agricultural enterprises from pursuing scale unilaterally. On the other hand, we should give full play to the leading role of the new type of agricultural operators. Although the scale of land transferred by new main bodies such as large professional households, family farms and farmers' professional cooperatives is relatively small, they have a more stable and close relationship with the interests of farmers. it will play a stronger exemplary role and driving force to the surrounding farmers in the aspects of new technology promotion and market development.

It should be noted that land transfer and moderate scale operation are not a simple process of optimal allocation of land elements, but also bring about demand expansion and changes in supply mode of agricultural production factors such as agricultural technology, agricultural machinery, service system and so on. In the process of promoting the appropriate scale operation of land, some of the original agricultural policy support methods have shown more and more inadaptability. At present, the most important thing for the adjustment of the policy of supporting agriculture is to speed up the construction and improvement of the policy support system of new business entities, from the aspects of improving the infrastructure conditions of agricultural production, improving the mortgage financing function of land management rights, and strengthening the ability to resist risks, to give more targeted policy support to professional large households, family farms and farmers' cooperatives with more rational scale and practical driving force.
