The project receivable of funds for supporting agriculture refers to the fist.
In recent years, governments at all levels have continuously increased capital investment to support rural areas to improve agricultural infrastructure and enhance agricultural production capacity, which has played an important role in speeding up rural development. However, the author found that due to the relative dispersion of projects and funds, the economic, ecological and social benefits were affected. The main manifestations are as follows:
First, the early planning is extensive, and the project setting is not accurate. As far as the macro management department is concerned, there is insufficient overall consideration on how to improve the accuracy of the fund project for supporting agriculture, and the construction of the project database is not perfect. As far as the grass-roots level is concerned, there is not enough advance planning for which projects are urgently needed locally. When striving for projects upward, it is often impossible to carry out project planning according to the local rural social and economic development planning, combined with key development areas, key industries, and key projects, and it is more likely to report projects for the sake of competing for projects. as a result, the project won is not in line with reality.
Second, the management goes its own way, and it is difficult to co-ordinate the project funds. To improve the agricultural production capacity of a region, it needs the overall synchronous promotion of land leveling, the transformation of medium-and low-yield fields and the matching of small-scale farmers and water to be effective. However, the existing agricultural support projects often involve many departments, and the planning, standards, and procedures for project construction are different, and the requirements for time, technology, and investment scale are different. Each department does its own thing and sings its own tune, and "each stir-fry their own food". It is difficult to "hold a table together".
Third, the existing agricultural support projects have many policies and "capital". In the planning and implementation of agricultural support projects by higher-level competent departments from the state to provinces and cities, there are many uncertain factors in integrating the centralized layout of funds. it is difficult to achieve overall planning, examination and approval, and declaration of the project, and it is difficult to be scientific and reasonable.
Fourth, the promotion is lack of joint force, and the efficiency of project implementation is low. In some places, because the relevant departments have loose ties and do not know the progress of project establishment, declaration, and implementation, this has led to repeated declaration and repeated investment, and in some places there has been a situation of "road zipper" construction: this year's land leveling has to be compensated if the road is broken. Next year, the transformation of low-yield fields should be compensated, and the water support of small farmers the year after next should also be compensated. At the same time, due to the disunity of multi-department responsibilities, rights and interests, there are often phenomena such as mutual constraints, prevarication and bickering.
If the funds for national agricultural support projects are too scattered, it will only be a drizzle at the grass-roots level. If the funds are not integrated, they will only do addition, but they will not be able to do anything; only by integrating funds and turning them into aggregates and fingers into fists will the benefits be greatly increased. In order to make good use of steel on the cutting edge, we must follow the principle that the project follows the plan and the funds follow the project, with the city as the main body and the project as the platform, concentrated investment and bundled use. To this end, three suggestions are put forward:
First, according to the division of authority, we will promote the effective integration of funds for supporting agriculture. On the basis of improving the long-term development planning of agricultural support projects from the bottom up, and in accordance with the principle of "no chaos in channels, no change in use, overall arrangement, centralized investment, each taking its own responsibility, and forming a joint force", funds will be integrated around key regions, key industries and key projects.
The second is to establish and improve the performance evaluation index system and benefit analysis system of agricultural funds, improve the assessment of the use of agricultural funds, and establish and improve the mechanism of reward and punishment for the allocation and use of agricultural funds.
The third is to strengthen supervision over the use of funds for supporting agriculture, establish a multi-level, multi-faceted and multi-form supervision mechanism, and strengthen the supervision of the whole process of funds for supporting agriculture beforehand, during and after the event, so as to effectively avoid all kinds of violations of discipline and law.
