On June 3, the Information Office of the State Council held a briefing to invite experts to introduce the relevant situation of China's ecological civilization construction. Zhang Xiaoling, assistant dean of the Land Survey and Planning Institute of the Ministry of Land and Resources, believes that to promote the construction of ecological civilization, it is necessary to keep the red line of cultivated land.

In view of how to use land in the process of promoting the construction of ecological civilization, Zhang Xiaoling said that in the process of promoting the construction of ecological civilization, the task of land management is very heavy, and the relationship between people and land in China is very tense. major projects of ecological construction (returning farmland to forest, pasture and grassland, returning farmland to wet land), adjusting industrial structure, developing tourism and leisure industry all need to use land, but first of all, we must keep the red line of cultivated land. This is related to our future economic and social development and national rejuvenation. In addition, at present, the phenomenon of extensive land use is relatively common, and the future urban construction land should emphasize the economical use of land resources.

"the current ecological situation in China is not optimistic." Wang Huanliang, director of the Economic Development Research Center of the State Forestry Administration, said that the forest ecosystem is relatively fragile, the forest coverage rate is only 21.63%, and the forest quality is relatively poor; land desertification and rocky desertification are serious, with a desertified land area of 1.73 million square kilometers, accounting for 18% of the land area; soil and water loss is relatively serious, with a total area of 2.95 million square kilometers, accounting for 30.7% of the land area. So far, the destruction of wetlands is difficult to restrain. The total area of wetlands with a single area of more than 8 hectares is 804 million mu, and the loss rate of wetlands in China has reached 21.6% in the past 50 years.

"since reform and opening up, China's economy has grown at an average annual rate of about 10%, but at the same time, there are still some problems such as extensive growth mode and high cost of resources and environment." According to expert analysis, it is mainly manifested in the tightening of resource constraints, serious environmental pollution, ecosystem degradation, and the characteristics of high input, high consumption, high emission and non-recycling in the mode of production. In the face of these problems, the CPC Central Committee and the State Council have made a series of decision-making arrangements to explore a road of coordinated development of economy, society, resources and environment, and strive to work out a road of modernization with Chinese characteristics.
