Since May, heavy rainfall has occurred frequently in southern China. The cumulative precipitation in southern Hunan, eastern Jiangxi, northeastern Guangxi, most of Guangdong, and western Fujian is 400-700 mm, 50 to 4 times more than that in the same period of the year. Floods have occurred in some areas of 12 provinces (autonomous regions and cities) in the south.

In view of the heavy rainfall disaster in the south, the Ministry of Agriculture attached great importance to it and twice issued emergency notices to deploy heavy rainfall prevention work, requiring all localities to do a good job in flood control, flood fighting and production self-rescue, and spare no effort to ensure the safety of agricultural production. At the same time, three work supervision teams and expert guidance groups led by cadres at the department and bureau level were sent to Hubei, Hunan, Jiangxi, Guangdong, and Guizhou provinces to investigate agricultural disasters, and to supervise and guide disaster relief and agricultural production recovery. The steering team went deep into the worst-hit cities and counties, looked at the disaster situation on the spot, understood the progress of disaster relief, guided the post-disaster production recovery work, and studied agricultural production recovery measures with the local agricultural department.

In the face of the current grim situation of agricultural flood control and disaster relief, all provinces strengthen disaster monitoring and early warning, respond scientifically, pay close attention to the implementation of measures, quickly carry out disaster relief and production self-rescue, and effectively reduce the impact and losses of disasters.

The first is to arrange and deploy quickly. The provinces issued timely notices to actively deal with the impact of heavy rainfall, conscientiously implement the responsibility of disaster prevention and relief, and effectively implement flood prevention and relief measures to ensure the smooth development of summer harvest and spring and summer sowing. Guangdong and Jiangxi will discuss and judge in advance and preset the amount of rescue force to ensure that disaster relief is in place in time. Chenzhou and other cities in Hunan Province have launched a Ⅳ emergency response for disaster relief. Hubei Province launched the emergency plan for flood control and drought relief in April and entered the actual combat state of flood control.

Second, the disaster relief measures are effective. May coincides with the mature harvest period of wheat and rape in the south, and various provinces actively organize cadres and agricultural technicians to go deep into the front line to investigate and understand the disaster situation, help farmers pay close attention to drainage and waterlogging, and make every effort to harvest wheat and rape between rainfall. Hubei Province has successively organized more than 3900 machine collection teams to harvest more than 3.3 million mu of wheat and 2 million mu of rape. Jiangxi Province has also set up cadre service teams to help the masses rush to harvest rape and other mature crops.

Third, production resumes in a timely manner. Farmers are organized to rush to transplant seedlings and replenish seedlings in different places through measures such as transferring early rice to medium rice, replenishing or adjusting seedlings. For the damaged vegetable greenhouse, the ways of replanting and replanting late-maturing varieties were adopted to reduce the economic loss of the vegetable greenhouse. Hunan allocated 5 million yuan in emergency funds for disaster relief at the provincial level in a timely manner, stored 10 million kilograms of rice, corn and other improved varieties for disaster relief, and promptly organized farmers to replant and replant. Hubei Province planted more than 2 million mu of medium rice, replanted 630000 mu of various crops, and raised more than 9 million yuan to repair more than 2300 rice seedlings and vegetable greenhouses. Jiangxi has urgently allocated 200000 jin of rice seeds for disaster relief to be replanted and replanted in disaster-stricken farmland in accordance with the principle of replenishment if appropriate and modification if appropriate.

Fourth, the guidance service is in place. All localities actively organize agricultural departments, township cadres, and agro-technical personnel to carry out technical guidance on production self-rescue, so as to promote the normal growth of crops in the field. Agricultural departments at all levels in Hunan sent more than 30 working groups to organize more than 500 agricultural technicians to go deep into the disaster to guide production. Fujian organized experts and agrotechnical personnel to pack counties, townships, and village groups to focus on the front line of production to help themselves. Guangxi organized agrotechnical personnel to go deep into the disaster areas to carry out classified guidance according to the degree of crop disaster, to help farmers implement measures such as replenishing seedlings and clearing seedlings, ploughing and loosening soil, and topdressing, so as to promote the recovery of crop growth.

The China Meteorological Administration predicts that most of the precipitation in southern Yangtze River and South China will be 20-50% in June, and the task of agricultural flood control and disaster relief will be heavy. The Ministry of Agriculture will be based on disaster relief and harvest, earnestly do a good job in flood prevention, ensure the safety of the flood season and the safety of agricultural production, and lay a good foundation for the stable development of grain production throughout the year.

First, strengthen disaster monitoring and early warning. Strengthen the information linkage with meteorological and water conservancy departments, pay close attention to the dynamics of disastrous weather, and issue early warning information in a timely manner. We will implement the 24-hour duty system, do a good job in early warning and prevention of agricultural disasters, promptly launch emergency plans for major disasters, and organize cadres and masses to carry out flood control and disaster relief and production self-rescue.

The second is to strengthen the management of crops in the field. We should do a good job in the management of crops in the field, such as corn, early rice and middle rice, and actively organize and implement management measures such as topdressing and raising seedlings to promote the transformation of seedlings of affected crops. Strengthen the monitoring of diseases and insect pests and carry out prevention and control in time to ensure the normal growth and development of crops in the field.

The third is to strengthen technical guidance services. According to the trend of disaster development and the characteristics of crop growth and development, experts are organized to formulate technical opinions in time, go deep into the field and strengthen classification guidance to ensure that various disaster prevention and relief measures are implemented in the field.
