China is experiencing the largest process of population urbanization in human history. At present, the urbanization rate of China's resident population is 54.77%, while that of the registered population is only about 37%, which is lower than the average level of 60% in developing countries whose per capita income is similar to that of China. Under the background of increasing economic downward pressure, urbanization has become the greatest potential for China to expand domestic demand.

According to the general law of the development of urbanization in the world, China is still in the range of rapid urbanization, and the urbanization rate will increase by about 1 percentage point every year. The continuous improvement in the level of urbanization will enable more farmers to enjoy better public services by turning into citizens, expanding urban consumer groups, upgrading their structure, and unleashing their potential. there will also be huge investment demand in urban infrastructure, public service facilities and other areas.

If urbanization goes in the right direction and takes a new road, it will help to release domestic demand and break the dual structure of urban and rural areas; if we one-sidedly pursue the figures of urbanization rate and continue the traditional extensive model, it will bring risks such as slow industrial upgrading and increased social contradictions. What is worth warning is that for a long time, a large number of agricultural transfer population in China is difficult to really integrate into the city, the integration of production and city is not close, industrial agglomeration and population agglomeration are not synchronized, and urbanization obviously lags behind industrialization. The driving force of the orderly transfer of rural surplus population to cities and towns comes from the employment attraction of cities and towns. If they cannot be employed in cities and towns, the rural population will inevitably flow back to the countryside or take root in cities and towns with a low standard of living. Therefore, to create more employment opportunities and build a new type of employment space has become the key to the realization of a new type of urbanization. Affected by the dual household registration system, 234 million migrant workers and their accompanying families, who are counted as urban population, have failed to enjoy the same basic public services as urban residents in education, employment, medical care, old-age care, housing and so on. The direction of the reform of the household registration system should be to pay attention to social equity, gradually achieve full coverage of the permanent population of basic public services in cities and towns, and gradually eliminate the unequal treatment between the registered population and the non-registered population.

The traditional urbanization emphasizes the construction of the city, while the core of the new urbanization is people-oriented. It is necessary to rely on the aggregative carrier role of cities and towns to meet the needs of people's all-round development at many levels, such as economy and culture, so that the transferred population in rural areas can "enter, live, integrate, find jobs, and start businesses."
