Ministry of Agriculture issues guidance to accelerate the development of herbivorous animal husbandry

The development of herbivorous animal husbandry is an important focus to speed up the transformation of agricultural mode and structure. A few days ago, the Ministry of Agriculture issued the guidance on accelerating the Development of herbivorous Animal Husbandry (hereinafter referred to as "opinions"), which clearly defined the ideas, objectives and main tasks for the development of herbivorous animal husbandry in the coming period. The opinion points out that by 2020, China's total output of beef and mutton will reach more than 13 million tons, and the total output of milk will reach more than 41 million tons.

The CPC Central Committee and the State Council attach great importance to the development of herbivorous animal husbandry and have successively issued a series of policies and measures covering the key links such as improved breed breeding, breed improvement, large-scale breeding, female livestock propagation, forage development and utilization, and so on. Support for herbivorous animal husbandry has been continuously increased. In recent years, herbivorous animal husbandry in China has shown a good momentum of accelerating development, with the continuous improvement of comprehensive production capacity and the steady progress of standardized scale breeding, effectively ensuring the market supply of herbivorous livestock products such as beef and mutton and dairy products. In 2014, China produced 6.89 million tons of beef, 4.28 million tons of mutton and 37.25 million tons of milk, up 2.4%, 4.9% and 5.5% respectively over the same period last year.

The opinion makes it clear that for some time in the future, the development of herbivorous animal husbandry in China should focus on beef cattle, mutton sheep and dairy cows, change the mode of development as the main line, improve industrial efficiency and quality as the core, adhere to the combination of planting and cultivation, and optimize the regional layout. We should increase policy support, strengthen scientific and technological support, promote the sustainable and intensive development of herbivorous animal husbandry, and constantly improve the comprehensive production capacity and market competitiveness of herbivorous animal husbandry. Effectively ensure the effective supply of livestock products in the market.

In the next step, the Ministry of Agriculture and local animal husbandry and veterinary departments at all levels will start with the implementation of the "opinions," earnestly increase policy support, strengthen scientific and technological support, and take more effective measures to accelerate the transformation and upgrading of herbivorous animal husbandry. Focus on the following four areas of work.

First, optimize the structure of planting and breeding. Focusing on grassland pastoral areas, agro-pastoral ecotone, traditional agricultural areas and southern grassy hillside areas, we should improve the breeding model of the combination of agriculture and animal husbandry, establish a forage production system with efficient utilization of resources, and actively develop herbivorous livestock and poultry production.

The second is to change the mode of development. We will vigorously develop standardized large-scale breeding of cattle and sheep, speed up the construction of herbivorous livestock and poultry breeding industry, promote the process of integration of conservation, propagation and promotion of grass species, support the development of large professional households, family farms and professional cooperative organizations, and guide the development of leading enterprises in industrialization. improve the level of material and equipment, and strengthen the utilization of waste resources.

The third is to improve the support ability. We will strengthen financial and insurance support, establish diversified investment and financing mechanisms, strengthen support services for scientific and technological personnel, promote advanced and practical technologies, and strengthen epidemic prevention and control. Create a good market environment and explore the integrated development path of planting, raising and adding. Make overall use of the two markets and two kinds of resources to gradually realize the diversification of the import market.

Fourth, increase policy support. We will implement policies such as the construction of standardized large-scale farms for beef, mutton and sheep and dairy cows, subsidies for improved breeds, increase of basic cow herd expansion, rewards for cattle and sheep from major counties, pilot projects for the development of grass and animal husbandry, and pilot projects for changing grain to feeding, and further strengthen project supervision. to provide strong policy support for the development of herbivorous animal husbandry.
