The pressure on the balance of cultivated land occupation and compensation in China is increasing.

According to the second national land survey, during the 13 years from 1996 to 2009, more than 200 million mu of cultivated land was reduced due to construction occupation, ecological conversion, structural adjustment and disaster destruction, most of which were high-quality cultivated land. In the five southeastern coastal provinces alone, 17.98 million mu of paddy field was reduced, which is equivalent to subtracting the paddy field area of Fujian Province. According to the standard of ton grain field, it is equivalent to losing 18 billion kilograms of grain production capacity.

According to the report, the total amount of construction land in 12 provinces across the country is close to the planned control target for 2020 set in the Outline of the National Land Use Master Plan, and the pressure on the balance of cultivated land occupation and compensation is increasing. In the future, all kinds of construction will inevitably occupy part of cultivated land, and most of it will be high-quality cultivated land in the urban-rural fringe.
