As one of the major policy directions, "simultaneous promotion of industrialization, urbanization and agricultural modernization" is clearly defined in the outline of the 12th five-year Plan. Looking forward to the 13th five-year Plan, this policy orientation not only continues the essence and expands into the "new four modernizations", but also shows the intention of making up for its shortcomings. At a forum of responsible persons of seven provinces and cities held a few days ago, State President Xi Jinping pointed out when talking about the economic and social development during the 13th five-year Plan period that it is necessary to simultaneously promote new industrialization, informationization, urbanization, and agricultural modernization. and emphatically pointed out that "the weak link is agricultural modernization."

Xi Jinping stressed: with a view to speeding up the pace of agricultural modernization, while stabilizing the output of grain and important agricultural products, ensuring national food security and the effective supply of important agricultural products, we should speed up the transformation of the mode of agricultural development and speed up the pace of agricultural technological innovation. we will work out an intensive, efficient, safe, and sustainable road of modern agricultural development.

According to Wu Zhenjun, an associate researcher in the Rural Economic Research Department of the Development Research Center of the State Council, the development of agriculture is not only related to farmers' pockets, but also to the continuous promotion of urbanization, which determines the quality of building a well-off society in an all-round way, which is of great significance.

In an interview with the International Business Daily, Wu Zhenjun said that according to household registration, there are nearly 900 million farmers in China, and agriculture is closely related to farmers' income. "according to the figures released by the National Bureau of Statistics, the per capita disposable income of rural residents in 2014 was 10489 yuan, an increase of 9.2% in real terms. The proportion of farmers' working income has increased in recent years, but farming is still an important source of increasing farmers' income, especially for rural households in remote areas.

The continuous promotion of urbanization is also inseparable from the strong support of agricultural development. At present, China has a huge grain shortfall, with soybeans alone importing 71.4 million tons in 2014. It is estimated that China's grain shortfall may reach 120 million tons by 2020. Ensuring food security is an eternal issue for China. From a policy point of view, 'moderate import' became part of China's food security strategy for the first time in 2013. But at the same time, the security of China's food supply depends more on its own efforts to speed up the process of agricultural modernization. Otherwise, once the food supply becomes a problem, many development strategies, including the urbanization process, will be greatly affected. " Wu Zhenjun said.

The environmental conditions and internal motivation of agricultural development are undergoing profound changes, and the requirement of promoting agricultural modernization by changing the mode of agricultural development has become more urgent.

Song Hongyuan, director of the Rural Economic Research Center of the Ministry of Agriculture, pointed out that the process of agricultural modernization is inseparable from the innovation of agricultural technology and mode of management, and we need to focus on four aspects: first, to promote agricultural scientific and technological innovation. We will speed up the selection and breeding of new varieties with high and stable yields, high quality and high efficiency, promote the integration of agricultural machinery and agronomy, strengthen the training of agricultural and rural personnel, improve the contribution rate of agricultural scientific and technological progress and the level of agricultural facilities and equipment, and improve agricultural production efficiency and management efficiency. The second is to build a new agricultural management system. Adhere to the basic status of family management, promote the common development of various modes of operation, such as family management, collective management, cooperative management, and enterprise management, and cultivate new business entities such as large farmers, family farms, cooperatives and leading enterprises, and establish and improve the socialized service system of agriculture. The third is to develop appropriate scale operation of agriculture. It is necessary to adhere to the development direction of moderate scale operation, promote the orderly and standardized circulation of land management rights, and improve the efficiency of scale operation. Fourth, we should improve the efficiency of processing and circulation of agricultural products.

At the same time, the development of modern agriculture must adapt to market changes and meet market demand, be based on resource endowment conditions, give full play to comparative advantages, and further optimize the regional layout of agriculture and the structure of planting and aquaculture. We will develop various functions of agriculture and promote the adjustment of agricultural structure.
