The official said that the National Development and Reform Commission, the State Grain Administration and the Ministry of Finance have recently jointly issued the Construction Plan of the Grain Collection, Storage and supply Security Project (2015-2020). This is also the first national special plan for the construction of grain circulation infrastructure.

According to the Plan, by 2020, a grain collection, storage and supply security system with convenient grain sales, safe storage, smooth logistics, stable supply, efficient emergency response, quality safety, and effective regulation and control will be established in an all-round way. to form a new pattern of modern grain circulation with reasonable layout, optimized structure, orderly competition and strong supervision. From the perspective of specific indicators, by the end of 2015, China will complete the task of centralizing the construction of new warehouses with a capacity of 100 billion jin, and the number of special households for scientific grain storage will reach 10 million; by 2017, it will complete the maintenance and transformation of the country's "old dangerous warehouses"; and by 2020, basically eliminate "mat hoarding" and other open-air grain storage.

The reporter learned that at present, the long-term weak and backward situation of grain circulation infrastructure has not been fundamentally changed. The "11th consecutive increase" of grain production, the accelerated development of urbanization and agricultural modernization, and the in-depth promotion of the construction of a well-off society in an all-round way have put forward new requirements for ensuring national food security and improving the capacity of grain collection, storage and supply. Grain storage capacity is seriously insufficient, logistics channels are not smooth, emergency supply capacity is weak, quality and safety risks and other contradictions and problems are becoming more and more prominent.
