What I have seen in two surveys at the grass-roots level in recent years is unforgettable: once I went to a mountain village in an economically strong county, where 100 houses were dilapidated and the most decent street in the village was a narrow rocky road. Most families have an annual per capita income of only 1500 yuan. Another time is to a provincial poverty alleviation county research, everywhere can see the village appearance is clean, the folk house is beautiful, almost the village has the prosperous industrial project, does not see the poverty shadow at all. In contrast, the former gives people the impression that there are poor people in rich places as well as poor people in need of help, while the latter gives people the impression that in some places the hat of poverty is wrong or should be taken off.
With regard to poverty alleviation work, General Secretary Xi Jinping stressed that it is necessary to take measures in line with local conditions and implement more accurate poverty alleviation for specific populations and specific populations. Looking back at the reality, we have to say that the accuracy of poverty alleviation work is not enough.
In terms of poverty alleviation areas, from small poverty alleviation villages to large poverty alleviation counties, there is still a situation of "pseudo-poverty for profit" and "flood irrigation". Some poverty alleviation funds, poverty alleviation projects, poverty alleviation policies, and so on, have not fallen where they should be. From the perspective of poverty alleviation, some poor households in rich areas are often obscured and ignored by the shadow of affluence, while in some rural areas, poverty alleviation policies are "out of shape" and "leaking", and many of those who get help are not really poor households. it's the connections of the village cadres. All these situations are not only unfair, but also hinder the good implementation and effectiveness of the national poverty alleviation strategy.
Analyzing the causes of these problems, on the one hand, because the working mechanism is not strict, the investigation and research is not true, not clear, and so on, which leads to poverty alleviation pointing to the wrong side; on the other hand, the poverty alleviation work methods are simple and extensive, or "flood flooding", or "grenade frying fleas", or "sesame salt", so that the accuracy of poverty alleviation objects is reduced. At the same time, due to the different levels of the construction of village-level grass-roots organizations, there is a "clandestine operation" in the implementation of poverty alleviation policies in some rural areas, which artificially hinders accurate poverty alleviation.
To carry out accurate poverty alleviation, it is necessary to do a good job in at least four links: the first is to accurately identify the objects that need help, the second is to accurately find out the "root causes" of poverty, and the third is to determine strategies and measures for disease treatment. the fourth is to scientifically and strictly ensure the landing of measures. These four links are linked by rings, and none of them is indispensable. However, the identification of poverty is the most basic and crucial first step to achieve accurate poverty alleviation. Only by identifying the real poor households, poor villages and poor counties, distinguishing the false things, and keeping the real things, can we truly help the poor and help the real poor.
To this end, suggestions are as follows: first, to strengthen the standardized construction of the procedure of "recognizing poverty" and "fixing poverty". National and provincial departments in charge of poverty alleviation and development should also establish and improve an open and transparent poverty alleviation object identification and management mechanism, and establish a national rural poverty alleviation information open system. In accordance with the principle of "county as a unit, level-by-level responsibility, and accurate identification", the method of "mass evaluation, public announcement, random inspection, and on-the-spot investigation" is adopted to screen and determine poor households, poor villages and townships from the bottom up, and establish files and cards to ensure that the identified objects of poverty alleviation are true and accurate. The second is to closely integrate the strengthening of rural grass-roots organizations with the promotion of poverty alleviation work. By building a high-quality village-level team, we can ensure the openness, fairness and fairness of "recognizing the poor" and "recommending the poor". Third, areas with different levels of economic development should, according to reality, establish local poverty evaluation criteria, select poverty alleviation targets, and implement targeted "drip irrigation" poverty alleviation, so as to promote the realization of comprehensive common prosperity. Fourth, implement dynamic management of poverty alleviation work and establish a scientific entry and exit mechanism. Regularly evaluate the development of poverty alleviation objects on the spot, understand the trends of social changes between the rich and the poor, let those who have become rich take off their hats as soon as possible, and let those who need help be listed in time. Fifth, bring the poverty alleviation work into the track of the rule of law. We will implement a responsibility system for the work of recognizing and fixing poverty, and strictly investigate the responsibility of individuals and organizations that practice fraud, operate in violation of regulations, and take advantage of interests, so as to ensure that poverty alleviation work is accurately in place. let the people who are really in need of help enjoy the sunshine and rain of state policies.
