The circular requires that the people's governments at the provincial level concerned should conscientiously implement the spirit of the State Council's opinions on establishing and improving the responsibility system of provincial governors for food security, and organize, guide, and encourage all kinds of enterprises to actively carry out acquisitions in accordance with the principle of setting prices on the basis of quality and high quality, so as to promote the healthy development of the rapeseed industry.
