"Party committees and governments at all levels should grasp the time node, strive to make up for the shortcomings, scientifically plan the poverty alleviation and development work during the 13th Five-Year Plan period, and ensure that the poor will be lifted out of poverty as scheduled by 2020." A few days ago, at the symposium of the main responsible comrades of some provincial and municipal party committees held in Guizhou, General Secretary Xi Jinping listened to opinions and suggestions on poverty alleviation and development work and economic and social development during the "13th Five-Year Plan" period, and put forward "four practical" specific requirements for strengthening poverty alleviation and development work. This is the general order of the CPC Central Committee to overcome poverty and win the decisive battle. It is also a new guide for us to achieve the goal of poverty alleviation.

Well-off is not well-off, the key is to look at fellow villagers. Without a well-off society in poverty-stricken areas and poverty alleviation, there will be no well-off society in an all-round way. The last year of the 13th Five-Year Plan is 2020, which is exactly the time node we have determined to build a well-off society in an all-round way. The 13th Five-Year Plan is the final plan for building a well-off society in an all-round way. Whether we can accept good officials and build a well-off society in an all-round way on schedule, the most arduous and arduous task now lies in rural areas, especially in poor areas, which is the biggest "short board" for building a well-off society in an all-round way. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as General Secretary has regarded poverty alleviation and development as an important event concerning the political direction, fundamental system and development path of the Party and the country. We will improve the poverty alleviation and development management system with overall planning by the central government, overall responsibility by the province and implementation by the county, promote the reform and assessment mechanism of key counties in the national poverty alleviation and development work, open up new ideas for poverty alleviation such as scientific poverty alleviation, precise poverty alleviation and endogenous poverty alleviation, and a series of new strategic ideas and strategic arrangements, which will strongly promote the development of poverty alleviation in the new period.

The deeper you go, the harder it is to advance. Since the founding of the People's Republic of China, especially since the reform and opening-up, we have achieved "the fastest large-scale poverty reduction in human history" and became the first developing country in the world to achieve the UN Millennium Development Goal of halving poverty. On the other hand, poverty alleviation and development work still faces a very arduous task. At present, there are 14 concentrated contiguous areas with special difficulties, 592 key counties in the national poverty alleviation and development work, 128,000 poor villages, 29.485 million poor households and 70.17 million poor people... These figures are heavy, highlighting the seriousness of the poverty alleviation situation.

By 2020, 70 million poor people will be lifted out of poverty, and time is very tight. Poverty alleviation and development work has entered the sprint period of gnawing hard bones and attacking villages. In six years, an average of 11.7 million people need to be reduced each year, and the task is quite heavy. The later you go, the harder it is to get out of poverty. The situation is pressing and the situation is not equal. Party committees and governments at all levels should, in accordance with the requirements of General Secretary Xi Jinping, strengthen their sense of urgency and initiative, take measures with greater intensity, stronger pertinence, more direct effect and more sustainable effect, earnestly implement leadership responsibilities, effectively achieve precise poverty alleviation, earnestly strengthen social joint efforts, earnestly strengthen grass-roots organizations, and ensure that all poor people will be lifted out of poverty as scheduled by 2020.

Eliminating poverty, improving people's livelihood and realizing common prosperity are the essential requirements of socialism and an important mission of our Party. From solving absolute poverty to reducing relative poverty; from solving the problem of food and clothing to realizing a well-off society in an all-round way, what changes is the task of poverty alleviation, and what remains unchanged is feelings for the people. It is a solemn commitment of the Party and the state to set up a foolish ambition, gnaw off hard bones, make up for the "short board" of poverty alleviation and development, and never let the poor people in poverty-stricken areas fall behind in the process of building a well-off society in an all-round way. It is also a political task that must be completed.
