In order to further unify thinking, clarify tasks, and prudently and steadily promote the pilot work, the Ministry of Land and Resources held three pilot training courses on rural land system reform in Beijing from July 2 to 3. Wang Shiyuan, member of the party group and vice minister of the Ministry of Land and Resources, on behalf of the Ministry of Land and Resources, on behalf of the Ministry of Rural Land system Reform leading Group, focusing on the "opinions on Rural Land expropriation, Collective operating Construction Land Market and Homestead system Reform pilot work", "Rural Land expropriation, Collective Construction Land Market entry and Homestead system Reform pilot implementation rules" and 33 pilot implementation plans. Zhang Delin, member of the party leading group of the ministry, vice minister, and deputy chief inspector of land, made a summary of the training, and Yan Zhiyao, member of the party leading group and chief planner of the ministry, attended.

At present, 33 pilot implementation plans have been approved by the Ministry's leading group on three pilot projects of rural land system reform, and the reform pilot work has entered a comprehensive start-up stage. The main tasks of this training course are: in the light of the approval of the implementation plan in 33 pilot areas, to further study and understand the spirit of a series of important instructions and instructions of the central leading comrades on the reform of the rural land system, and to implement the new requirements of the party leading group of the Ministry of Land and Resources on the pilot work, so that the comrades involved can more accurately grasp the overall requirements and main tasks of the reform pilot work, and promote the pilot work prudently and steadily.

It is reported that recently, central leading comrades have concentrated and intensively issued a series of important instructions and instructions on the land issue, indicating that the new central leading collective attaches great importance to land work. The meeting pointed out that these instructions and instructions contain important new ideas, new judgments, new understandings, and new requirements, which are the basic compliance for doing a good job in the pilot work of rural land system reform, and must be deeply understood and accurately grasped. In the pilot reform work, we should deeply understand the spirit of the central leading comrades' important instructions and the new requirements of the ministerial party group, fully understand the extreme importance of the land system, prudently and steadily promote the reform of the rural land system, and persist in giving priority to the pilot project. give full play to the demonstration and breakthrough leading role of the reform pilot project We should unswervingly adhere to the bottom line thinking and adhere to the three bottom lines: no change in the nature of public ownership of land, no breakthrough in the red line of cultivated land, and no damage to the interests of farmers.

The three pilot projects of rural land system reform have a tight time and heavy tasks. in the process of promoting the reform, we should accurately grasp the overall requirements and main tasks of the reform pilot work, and adhere to the direction of establishing a unified construction land market in urban and rural areas. on the basis of tamping the power of rural collective land, the key is to establish a land value-added income distribution mechanism that takes into account the state, collectives and individuals. For the purpose of safeguarding farmers' land rights and interests and ensuring farmers' fair sharing of land value-added income, at the same time adhere to gradual and orderly progress, pay attention to reform and coordination. For the next step of work, the training course requires: first, to carry out mobilization and deployment as soon as possible, to implement the main responsibility of the pilot work, to unify thinking, to reverse the time, and to define progress and responsibility to people; second, to have the courage to explore and innovate boldly to form pilot experiences and successful practices that can be replicated and popularized; third, to strengthen research and guidance; and fourth, to find and solve outstanding problems in a timely manner.

During the one-and-a-half-day training course, we conducted extensive interactive exchanges on the basis of in-depth study. Everyone agreed that since March this year, the three pilot projects for the reform of the rural land system have made a good start, and all the work has been carried out in an orderly manner. Through this training, we have further enhanced our ideological understanding, clarified our working ideas, and strengthened our determination and confidence.
