Prepare in advance and beware of the recurrence of "difficulty in selling grain"

Thanks to the encouragement of the national policy of benefiting farmers and the promotion of scientific and technological progress, China's grain production has increased in "eleven years". This year, summer grain has achieved a bumper harvest after overcoming natural disasters such as overcast and rain, diseases and insect pests.

The increase in grain production and bumper harvest is to be congratulated, but judging from the current situation, the problem of tight storage capacity in the purchase of autumn grain this year cannot be ignored.

The weekly auction of policy grain in our country is not satisfactory. In the case of rice, for example, since the resumption of temporary storage rice auction in May 2014, turnover has been relatively light. By the end of May 2015, the cumulative auction turnover was less than 7 million tons, with an average of more than 500,000 tons per month. By analogy, by the end of September, the new middle and late rice will be on the market, and the cumulative output of temporary stored rice is expected to be about 10 million tons. With the beginning of a new round of market-supporting acquisitions, there is a greater possibility that the scale of temporary rice storage will continue to expand. At present, the purchase of wheat to support the market has begun, and the grain inventory of the national treasury will continue to increase.

There are always striking similarities in history. It is not alarmist talk to say that it is difficult to sell grain. China achieved a bumper harvest in grain production in 1984, and "it is difficult to sell grain" appeared all over the country. The reason is that the national grain warehouse is seriously insufficient. Many farmers are picking and pulling grain, waiting in line in front of grain depots (grain depots) to sell grain for a few days, or even more than a week. As a result, some farmers took extraordinary measures to set fire to the grain growing in the fields.

In order to solve the problem of "selling grain", the state began to build a large-scale grain depot after 1984. Subsequently, the "difficulty in selling grain" was alleviated.

This year's "difficulty in selling grain" is likely to occur in the autumn. Judging from the current purchase of summer grain, the shortage of warehouses has already appeared in some places. Judging from the trend of domestic and international markets, it is very likely that China will launch the lowest purchase price for rice this autumn. Therefore, it is urgent to make preparations for the warehouse as soon as possible.

Pay close attention to the construction of new warehouse

The fundamental way to solve the shortage of national grain warehouses is to build new warehouses.

Since last year, the state has arranged a plan to build a grain warehouse of 100 billion jin, which has been distributed to various localities.

According to the current construction technology and conditions, as long as we actively organize and speed up the progress, we can complete the construction task before the purchase of autumn grain.

In the past, when the level of science and technology was not high, after the warehouse was built, it needed "June", that is, it had to wait until the warehouse was dry before it could be used. Due to the progress of science and technology, new warehouses are being built and can be put into use immediately after construction.

Due to the differences in grain output and grain stocks in different places, the state's plan to build a new grain warehouse of 100 billion jin cannot take care of all the places. When there is a shortage of grain warehouses in some places, local governments should proceed from the overall situation and allocate funds to build a number of warehouses.

Governments at all levels and grain administrative departments should strengthen supervision over new warehouses. Grain warehouses are related to food security, and the construction work should not be careless. Comrades who understand technology, management, and a strong sense of responsibility should be transferred to form a special class to supervise and manage the whole process from drawing design to construction, so as to ensure that the warehouse construction meets the national standards.

Timely maintenance of old warehouses

The grain warehouse of our country has gone through the period from planned economy to market economy. In different periods, the construction standards are different, the use is different, and the condition of the warehouse is very different.

For the warehouses built in the planned economy period and some warehouses built in the market economy period, there are problems such as rain leakage and wall cracks in the process of use, which should be repaired in time.

The maintenance of the warehouse requires a lot of money. The "three points" method can be adopted and efforts should be made to solve the problem in many ways.

The enterprise raised some money on its own. Warehouse is an important carrier for the survival and development of enterprises. Without standards and food security, enterprises will become water without sources and trees without roots. Enterprises that need to maintain the warehouse should do everything possible to raise funds to maintain the warehouse.

A little financial subsidy. In recent years, due to the depression of the grain market, most grain enterprises have difficulties in operation. Enterprises that can stay in operation are very good; many enterprises, despite their struggles, are still on the verge of losing money. For enterprises that do have difficulties in maintaining grain warehouses, the financial department should provide part of the funds to support them.

Charge a little for the rent. In some places, some warehouses are left idle all the year round due to rental. For grain warehouses used for rental, part of the funds can be collected in advance for warehouse maintenance.

Make use of social warehouse

After the implementation of the marketization of grain purchase and sale and the diversification of business subjects in our country, in addition to the state-owned and state-controlled grain enterprises, there are many grain warehouses in the society.

Using the experience of developed countries for reference, we can rent social warehouses and give full play to the role of social resources. On the one hand, it can greatly improve the grain collection and storage capacity and reduce state investment; on the other hand, it can make effective use of social grain warehouse resources; at the same time, it can also improve the level of grain inventory by means of competition.

When using social warehouses to collect and store policy grain, attention should be paid to strengthening qualification certification and management. Grain administrative departments at all levels should, in accordance with the requirements of the State Grain Administration, earnestly do a good job in the qualification certification of social warehouses. Only by meeting the provisions of the State Grain Administration can it be used as a collection and storage warehouse for policy-oriented grain. In the process of grain collection and storage, grain administrative departments at all levels should strengthen inspection and supervision to ensure that social warehouses collect and store grain in line with national standards, standardize operation, and ensure national food security.
