It is understood that as an important supporting policy and safeguard measure for the reform of the price formation mechanism of refined oil products, the oil price subsidy policy for domestic fishing and aquaculture has played an important role in promoting fishery development, increasing fishermen's income, and maintaining the stability of fishing areas. However, there are some problems in the implementation of fishery oil price subsidy policy, such as signal distortion, reverse regulation, supervision lag and so on, which need to be adjusted urgently.

According to the circular, the subsidy policy will be adjusted to a comprehensive support policy that combines special transfer payments with general transfer payments in accordance with the idea of not reducing the total amount, adjusting the stock, focusing on security, and giving overall consideration. Based on the 2014 liquidation figures, 20% of the subsidy funds will be used in the form of special transfer payments for fishermen to reduce production and upgrade fishing vessels and other key work; 80% will be issued through general transfer payments, by local governments to be specially used for fishery production cost subsidies, conversion and other aspects.

The circular defines the objectives and tasks of this adjustment: by adjusting and optimizing the subsidy mode, the central financial subsidy funds will be completely decoupled from the oil consumption, and the fishery support and guarantee system will be improved, so that by 2019, the oil price subsidy in the domestic fishing industry will be reduced to 40% of the 2014 subsidy level, so that the number and power of domestic fishing vessels will be further reduced, and the fishing operation structure will be further optimized. Fishing intensity has been effectively controlled, and new steps have been made in the modernization of fisheries.

The circular stressed that all localities should enhance their understanding of policy adjustment, implement the main responsibility, implement the "provincial governor responsibility" system for the implementation of fishery oil price subsidy policy, formulate implementation plans, and improve supporting measures.
