First, actively strive for financial support. Since the implementation of the subsidy policy for primary processing of agricultural products, it has been generally welcomed and praised by the grassroots, but the scale of funds, implementation areas and types of facilities are far from meeting the actual needs, forming a situation of "one cellar and one warehouse difficult to find". At the same time, it is of great significance and urgent to promote the development of staple food processing industry, but it lacks corresponding means. To this end, the Processing Bureau actively communicates and coordinates with the Finance Department of the Ministry of Finance and the Agriculture Department of the Ministry of Finance to win support. With various efforts, the subsidy fund for primary processing of agricultural products increased from 600 million yuan last year to 1 billion yuan this year, an increase of 67%, mainly used for potato and fruit and vegetable storage and preservation, of which 100 million yuan was specially used to support the development of potato staple food products.

This year, according to the arrangement and deployment of the Processing Bureau, the Processing Institute of the Chinese Academy of Agricultural Sciences is specifically responsible for starting the preparation of potato staple food processing industry alliance jointly composed of government departments (main production areas), industrial and commercial capital (production enterprises, processing enterprises and equipment enterprises) and scientific research institutes, exploring market-oriented division of labor, cooperation, exchange and innovation mechanisms and reasonable resource allocation and benefit distribution mechanism before, during and after production, and strengthening industry self-discipline and self-service. On this basis, when conditions are ripe, refer to the establishment, operation and development mode of industrial alliance to promote the establishment of large alliance in the whole staple food processing industry.

Third, support the research and development and promotion of potato staple food processing technology. Under the condition of limited resources and means, actively communicate and coordinate with the Planning Department of the Ministry, give priority to promoting the implementation of the construction of integrated R & D platform for potato staple food processing technology, and start relevant project approval and implementation. Organize R & D teams such as Processing Institute of Chinese Academy of Agricultural Sciences to carry out research and development of potato staple food products, develop more than 10 series and more than 50 kinds of products such as steamed bread, noodles and compound rice, complete pilot test in 5 staple food processing enterprises, and realize standardized production and marketing in 2 staple food processing enterprises. At the same time, in the second half of the year, it is planned to organize and carry out a national potato staple food processing science and enterprise docking activity in Dingxi, Gansu Province, so as to further gather the strength in the field of potato staple food development and accelerate the solution of technical equipment problems in industrial development.

Fourth, carry out the revision of relevant standards. In view of the lag of relevant standards for potato staple food products in China, this year, the Processing Bureau arranged for the drafting of basic standards such as potato staple food product classification and terminology, quality safety control specifications, potato proportion detection methods, etc. led by the Processing Institute of the Chinese Academy of Agricultural Sciences, so as to further form consensus and promote standardized production.

Promote the concept of modern staple food consumption and enhance consumers 'consumption awareness of potato staple food products through rich and diverse thematic activities and knowledge manuals. In the national staple food processing industry demonstration enterprise identification, staple food processing "time-honored brand" publicity and promotion activities, potato staple food processing enterprises to focus on, strengthen publicity and promotion efforts.
