This year, China's grain has achieved "twelve consecutive abundant", and the security of grain quantity has been effectively guaranteed. However, food quality and safety still faces many challenges, and the quality and safety risks from grain production, circulation, processing and consumption still exist. So, how to keep the bottom line of food quality and safety? On July 20, the National Development and Reform Commission and the State Grain Administration jointly issued the measures for the Supervision of Grain quality and Safety (draft for soliciting opinions), which is intended to lock grain quality with the strictest norms.

It is no small matter for the common people to eat grain, and the quality and safety is greater than that of the day. In order to ensure the rest assured consumption, safe consumption and healthy consumption of grain and oil consumers, it is necessary to establish a set of strict national standards and systems to supervise seamlessly every link of the long industrial chain from field to table. We must firmly adhere to the "bottom line" of food quality and safety with the most stringent standards, the strictest supervision, the harshest punishment, and the most serious accountability.

The draft for soliciting opinions points out that grain operators are the first responsible person to ensure food quality and safety. Legal persons, other economic organizations and individual industrial and commercial households engaged in business activities such as grain purchase, storage, transportation, processing and sale shall establish a grain quality management system, improve the quality and safety control system, and clarify the responsibility for quality and safety management.

At the same time, it is necessary to strengthen risk monitoring of grain quality and safety. Grain departments at all levels should strengthen risk monitoring of grain production areas, and if monitoring areas contaminated by grain sprouts, mildew, and mycotoxins caused by abnormal climatic conditions, timely adopt policies and measures such as centralized purchase, targeted sales and compulsory inspection to prevent the spread of contaminated grain, and ensure the quality of grain purchase and storage. The relevant grain quality and safety projects shall be inspected in strict accordance with grain quality standards, food safety standards and relevant regulations.

The draft for soliciting opinions further stipulates that business operators engaged in edible grain processing shall have the necessary processing conditions to ensure the quality and safety of food, shall not use moldy and deteriorated raw grain and by-products for processing, and shall not use additives in violation of regulations, shall not use packaging materials that do not meet the quality and safety standards, and shall not engage in other acts affecting the quality and safety of grain. Grain sales shall strictly comply with grain quality standards and food safety standards, and shall not be adulterated or shoddy.

Grain business operators shall establish grain quality files, truthfully record information such as grain variety, supplier, grain origin, harvest year, purchase or storage time, location and quantity, quality grade, quality, pesticide application, sales destination and time out of storage, etc. The preservation period of grain quality archives shall not be less than 5 years from the date when the grain is sold out of the warehouse. We should implement the traceability system of grain quality and safety, take the identification code of stored grain as the carrier, and establish the whole process quality traceability system from acquisition, storage, transportation, processing to sales, so as to realize the traceability of grain quality and safety.

The draft for soliciting opinions also makes it clear that a grain recall system should be implemented. If the grain business operators find that the harmful ingredients of the grain they sell exceed the food safety standards, they shall immediately stop the sale, notify the relevant operators and consumers, recall the sold grain, and record it for reference. If the recalled grain can be treated innocuously, it may be treated innocuously and sold only after it has been tested and qualified by a qualified grain inspection institution; if it meets the feed safety standards, it can be used as feed raw material; if it does not meet the food and feed safety standards, it shall be used as other industrial raw materials.
