Recently, the State Office of Comprehensive Agricultural Development issued the Circular on the Inspection of Comprehensive Agricultural Development in 2015, which made specific arrangements for the inspection of comprehensive agricultural development in 2015.

In order to further improve the effectiveness of the inspection, on the basis of summarizing the previous inspection work, this inspection reflects the following characteristics: first, the inspection object to achieve full coverage. This inspection involves 13 provincial-level comprehensive agricultural development institutions, including Beijing, Tianjin, Heilongjiang, Shanghai, Zhejiang, Hainan, and Chongqing. Each provincial-level agricultural development institution focuses on 3-6 development counties (regiments and farms), further raising the proportion of spot checks, and achieving full coverage of provincial-level agricultural development institutions on the basis of inspections in the previous two years. The second is to check the combination of content and aspects. For each inspection object, while comprehensively inspecting the completed projects and projects under construction of local comprehensive agricultural development from 2012 to 2014, spot checks were conducted on the comprehensive agricultural development projects of the Ministry of Water Resources, the Ministry of Land and Resources, the Ministry of Agriculture, the Forestry Bureau, the General supply and Marketing Cooperative and other departments in 2013, and all the water-saving transformation projects in the medium-sized irrigation areas of the Ministry of Water Resources (except Beijing, Shanghai and Ningbo). Third, the inspection methods are diversified. In addition to directly organizing the inspection by the State Agricultural Development Office, it also adopts diversified inspection methods such as joint inspection by the Office of the Financial Supervisor of the Ministry of Finance in the province (municipal) and the State Agricultural Development Office, and entrusts independent inspection by third-party intermediary agencies. it also puts forward clear requirements for inspection procedures, steps, methods, and inspection discipline.

The inspection will be fully launched at the end of June and is scheduled to end in November this year.
