Strictly observe the bottom line of rural land system reform

Comrade Xi Jinping stressed: it is necessary to implement the strictest cultivated land protection system, balance the occupation and compensation of cultivated land in accordance with the law, promote the circulation of rural land in a standardized and orderly manner, and protect cultivated land in the same way as giant pandas. At the beginning of this year, the central government issued the opinions on Rural Land expropriation, the entry of Collective Construction Land into the Market, and the pilot work of Homestead system Reform, indicating that the deepening reform of China's rural land system has entered the pilot stage. Strictly observing the red line of 1.8 billion mu of arable land is the bottom line for promoting the reform of the rural land system and the major premise of the pilot project, which must not be crossed.

The circulation of rural land should resolutely prevent "non-grain" and "non-agriculture". At present, the area of rural land transfer across the country has exceeded 30% of the total area of contracted land, and positive progress has been made in orderly land transfer and moderate scale operation. However, there are also some new problems in practice, such as administrative promotion, one-sided pursuit of circulation speed and scale, industrial and commercial capital striving for profits with the people or non-agricultural construction, and so on. Land circulation and moderate scale operation are the only way to develop modern agriculture, and all localities must implement the central principles and policies, avoid pursuing the proportion of land transfer and issuing circulation targets, and engage in "Great Leap forward" circulation. For the problems caused by the intervention of industrial and commercial capital, a multi-party mechanism for examining and supervising the circulation of agricultural land should be established, and the qualification, management capacity and projects of industrial and commercial capital for leasing agricultural land should be strictly examined, and those in conflict with national laws should be prohibited in accordance with the law. We should establish and improve the risk guarantee fund system of leasing agricultural land and guide industrial and commercial capital to sign standardized transfer contracts with farmers. The supervision over the use of agricultural land should be strengthened, and those who change agricultural use without authorization, seriously damage or pollute cultivated land should be held responsible according to law. We will resolutely prevent industrial and commercial capital from engaging in non-agricultural construction to affect grain production and the protection of cultivated land, and avoid the "de-grain" and "non-agricultural" of cultivated land.

We will strictly implement the balance between occupation and compensation and ensure the quantity and quality of cultivated land. With the continuous progress of urbanization, the occupation of cultivated land is inevitable. Implementing the balance between occupation and compensation and replenishing cultivated land with the same quantity and quality is the key to keeping the red line of cultivated land. But in reality, there are some phenomena in some places, such as occupying more than making up, occupying the advantages and disadvantages, occupying paddy fields to supplement dry land and so on, which deviate from the original intention of the policy and seriously damage the sustainable development of agriculture. Strictly implementing the balance system of occupation and compensation of cultivated land can realize that construction projects do not occupy or occupy less cultivated land to the maximum extent, form the restraint mechanism of occupying cultivated land and the reverse mechanism of saving and intensive use of land, and promote the transformation of economic development mode by the transformation of land use mode. We should further strengthen the legal responsibility for the balance of occupation and compensation of cultivated land and implement the principle of "who occupies and who makes up". At the same time, we should ensure the quantity and quality of supplementary cultivated land and resolutely prevent false and underreplenishment. We should strictly implement the responsibility of supervision, seriously dare to deal with all kinds of illegal and illegal acts involving land, and expose major typical cases in a timely manner.

Strengthen planning control and promote land renovation. Strictly abide by the red line of cultivated land, planning and control is the basic basis. The delineation of permanent basic farmland can be combined with real estate registration and the basic farmland information can be marked on the certificate of farmers' land contractual management rights. As a "high-voltage line", no unit or individual may occupy or change its use without the consent of the State Council. We will further make overall planning and integrate funds, do a good job in land renovation, improve the farmland ecological environment and infrastructure, and implement the trinity protection of cultivated land quantity, quality and ecology. Since the 12th five-year Plan, the country has increased 22 million mu of arable land through land renovation and built more than 300 million mu of high-standard basic farmland, with remarkable results. All localities shall carry out the work of quality acceptance evaluation of supplementary cultivated land in strict accordance with the requirements of the Code for quality acceptance Evaluation of Supplementary cultivated Land and the Technical Standard for quality Evaluation of Supplementary cultivated Land. At the same time, we should step up the formulation of national and local standards for the quality of cultivated land to enhance maneuverability and standardization. We should establish and improve laws and regulations on cultivated land protection as soon as possible, improve the compensation mechanism for cultivated land protection, and explore the establishment of a long-term mechanism for cultivated land protection in accordance with the principle of "taking it from the soil and using it for the soil".
