The State Grain Administration has urgently informed that it is not allowed to "make white slips" to grain farmers.

At present, it is the peak season for the purchase of summer grain, and the State Grain Administration recently issued an emergency notice demanding that it strictly supervise and seriously investigate and deal with the behavior of "making white slips" to grain farmers.

The State Grain Administration said that since the second half of 2014, individual grain management enterprises have violated the state grain purchase policy and issued "white slips" to grain farmers, seriously harming the interests of farmers and affecting the implementation of the central policy of benefiting farmers.

In this regard, the State Grain Administration requires that all kinds of grain management enterprises should fully implement the grain purchase policy of settling cash from grain farmers and not "making white slips." Self-inspection and self-correction shall be carried out immediately on the payment of grain by the enterprise. if there is any non-payment of grain sales to the peasants, it must be settled immediately.

The circular makes it clear that the executive body of the state's policy grain purchase should earnestly shoulder the main responsibility of not "making white slips" to the grain-selling farmers. With regard to the central grain enterprises, they should further enhance their understanding of the importance of implementing the state grain purchase policy, and urge enterprises directly under them and their grain rental and storage sites and entrusted storage points to strictly implement the state grain purchase policy, strictly standardize the work flow of grain purchase and capital settlement, and prevent the occurrence of any form of "white slip" problem.

The State Grain Administration also requires that grain administrative departments at all levels, in conjunction with the Agricultural Development Bank, China Grain Storage Company, and other departments and units, organize capable forces to conduct a comprehensive and centralized investigation on the payment of grain payments by all kinds of grain enterprises in the area under their jurisdiction. Those who fail to pay for the sale of grain to the peasants and "write slip" to the farmers who sell grain will be seriously investigated and dealt with together, and will not be tolerated.

At the same time, it is required to strictly restrict grain harvesting enterprises and grain brokers to effectively achieve "one-hand grain, one-hand money, and cash settlement," and strictly control purchasing enterprises and grain brokers. to prevent illegal acts such as misappropriation of acquisition funds and "high interest" fraud and use of farmers' grain sales funds.
