In recent years, agricultural departments at all levels have closely focused on serving the construction of modern agriculture, continuously strengthened the protection and management of agricultural resources and environment, vigorously promoted the construction of agricultural ecological civilization, and made positive progress.

Continuously strengthen top-level design and system capacity building. The Ministry of Agriculture has taken the lead in compiling and issuing documents such as the National Agricultural Sustainable Development Plan (2015-2030), which defines the overall idea of the protection and management of agricultural resources and environment, and puts forward the working goal of "one control, two reductions and three basics". At the same time, a four-level agricultural environmental protection management system has been formed, a national agricultural non-point source pollution monitoring network has been initially constructed, and a four-level cultivated land quality monitoring network of the country, province, city and county has been built, and the monitoring capacity has been continuously improved. For example, in the process of controlling heavy metal pollution of cultivated land in Hunan Province, gradual encryption, classification and sub-regional organizations were adopted to carry out "one-to-one" general survey and monitoring of heavy metal pollution in rice and soil in producing areas, and more than 100000 samples were investigated and sampled accumulatively to find out the distribution area, area and degree of heavy metal pollution in soil and rice in Changsha-Zhuzhou-Xiangtan area. According to the different degree of heavy metal pollution, regional treatment should be carried out.

The prevention and control of agricultural non-point source pollution has reached a new level. First, vigorously promote the scientific application of chemical fertilizers and pesticides. Comprehensively popularize the technology of soil testing and formula fertilization, thoroughly implement green prevention and control, carry out the integration of specialized unified control of crop diseases and pests and green prevention and control to promote pilot construction, especially in early 2015, also launched the implementation of zero growth in the use of chemical fertilizers and pesticides. The second is to actively promote the prevention and control of pollution in livestock and poultry breeding. We will speed up the standardization of livestock and poultry farming, launch pilot projects for the comprehensive utilization of livestock and poultry breeding wastes, and develop rural biogas projects in line with local conditions. Zhejiang regards the pollution control of livestock and poultry breeding as the top priority in the treatment of agricultural non-point source pollution, and guides and supervises more than 10,000 annual stockpiles in the province to formulate treatment plans one by one, one by one, and to adopt the methods of ecological consumption, industrial treatment, and pollution control. By the end of June this year, the completion rate was 87.4%. The third is to carry out comprehensive utilization of straw in depth. Together with the National Development and Reform Commission, we will launch the project of comprehensive utilization of straw, start the construction of demonstration areas for full quantitative utilization of straw at the town level in Beijing-Tianjin-Hebei region, and accelerate the large-scale and industrial development of straw utilization. Fourth, efforts should be made to solve the residual film pollution in farmland. In cooperation with the National Standards Committee to carry out the revision of plastic film standards, we have implemented agricultural cleaner production demonstration projects focusing on the recovery and utilization of waste plastic film for four consecutive years, and arranged funds for subsidies for dry farming such as plastic film mulching in northwest and North China. Start the implementation of degradable plastic film contrast test.

New breakthroughs have been made in environmental governance in agricultural producing areas. The first is to strengthen the management of environmental safety in producing areas. More than 120 national and industry standards for the environment of agricultural producing areas, such as the measures for the Safety Management of Agricultural products producing areas, have been formulated, providing a strong guarantee for environmental protection and safety supervision of agricultural producing areas. The second is to implement comprehensive prevention and control of soil heavy metal pollution in the producing area. In 2012, a general survey of soil heavy metal pollution in agricultural producing areas covering 1.623 billion mu of arable land and more than 1.3 million sample sites was launched, 152000 state-controlled long-term positioning monitoring sites were arranged, and a long-term monitoring and early warning mechanism was established. Nine demonstration areas for heavy metal pollution treatment and remediation were built, and pilot projects for the division of prohibited production areas were carried out in heavily polluted areas. The third is to strengthen the treatment and remediation of soil pollution in agricultural products producing areas. Focusing on the problem of "cadmium rice", the "Technical guidance on Prevention and Control of heavy Metal cadmium pollution in Paddy Field" and "guidance on planting structure Adjustment in Rice production areas with excessive cadmium pollution" were issued.

The protection of agricultural resources has been further strengthened. In the protection of cultivated land resources, we should implement the strictest cultivated land protection system and the strictest land conservation system, strengthen the construction of high-standard farmland, implement the action of improving soil organic matter, and constantly strengthen the construction and management of cultivated land quality. we will carry out the transformation of medium-and low-yield fields, such as salinization and waterlogging. In the utilization of agricultural water resources, we will implement dry farming water-saving agricultural demonstration bases and farmland water-saving technology demonstration projects, promote the transformation of water-saving projects, and speed up the construction of an efficient agricultural water-saving system. In terms of grassland ecological protection, we will implement the system of basic grassland protection, prohibition of grazing and grass-livestock balance, systematically promote the conversion of farmland to forest and grassland, implement subsidies and incentives for grassland ecological protection, and accelerate grassland ecological restoration. In the conservation of fishery resources, we should strengthen the construction of aquatic biological nature reserves and aquatic germplasm resources reserves, vigorously implement multiplication and release, and strictly implement the fishing moratorium system. In the protection of agricultural species resources, a germplasm resources protection system with the combination of germplasm resources bank, protected areas and protected areas should be established. We carried out investigation and rescue collection of agricultural wild plant resources, preserved more than 30,000 copies of agricultural wild plant resources, and established 168 original habitat protected areas (sites) of agricultural wild plants. The National key Management list of Alien invasions (the first batch) has been issued to promote the demonstration construction of comprehensive prevention and utilization of alien invasive species, and effectively do a good job in the elimination and emergency prevention and control of alien invasive species.
