Due to the particularity of grain production, the risk of natural disasters may have a great impact on it at any time. The document makes it clear that the provincial governor bears the overall responsibility for the province's food security, the provincial government bears the main responsibility for ensuring food security, and the governments of cities and counties (including cities and districts) establish and improve the responsibility system of mayors and county magistrates for ensuring food security. It seems that under the new situation, how to ensure food security will become a common thinking topic for provincial governors and grain farmers.
