In 2015, the country started construction of 7.4 million units of indemnificatory housing, of which 5.8 million were converted, the highest in previous years. Hubei, Shandong, Henan, Guizhou and other seven provinces carried out more than 300000 shed renovation tasks for the whole year. At the meeting on the same day, Wang Ning made a summary and comments on the work of shed reform and the allocation of public rental housing in 2015, and revealed deficiencies and pressure.

Wang Ning said that the proportion of monetized resettlement in the transformation and resettlement of shantytowns has increased significantly, which has become a bright spot in the work of shantytown reform in 2015. By the end of October, 1.62 million households had been rebuilt into monetized houses in 2015, accounting for 28% of the total construction volume of the whole year, an increase of 19 percentage points over 2014.

It is understood that the national shed reform task will be 6 million sets in 2016, and there will still be more than 300000 construction tasks in six provinces.

In the face of pressure, Wang Ning said that the work of shed reform is related to the people's livelihood, the CPC Central Committee and the State Council attach great importance to it, and the support for the work is increasing year by year. So far, the China Development Bank has issued a total of 651.6 billion yuan (RMB, the same below) in 2015, and is expected to issue 750 billion yuan in loans for the whole year, and will continue to increase loans for shantytowns next year. The Agricultural Development Bank of China will also support the shantytown renovation project. All localities should take advantage of the "east wind" of the national policy on shed reform, actively strive for loans and special funds, do a good job in project reserves, and take more measures to solve the financing problems of shantytowns, so as to ensure the smooth progress of the transformation of shantytowns.

In addition to shed reform, some progress has also been made in the allocation of public rental housing this year. By the end of October, 3.37 million new units of public rental housing had been allocated nationwide, with relatively high occupancy rates in seven provinces and cities of Jiangsu, Zhejiang, Hubei, Qinghai, Inner Mongolia, Tianjin and Heilongjiang.

"but overall, the occupancy rate of public rental housing allocation is still on the low side." Wang Ning said that the main reasons for the vacancy of public rental housing are the lag of infrastructure construction, the neglect of distribution in some areas, the failure to start the allocation work in time, and the high threshold for public rental housing allocation.

Wang Ning pointed out that all localities should put the allocation of public rental housing on an important agenda, attach great importance to the problem of vacant public rental housing, earnestly lower the threshold for entry, implement the construction of supporting facilities for public rental housing, and speed up the promotion of the allocation of public rental housing, so that more families in need can realize their dream of "living in a place to live".
