Last Updated: 2024/09/19, According to the spirit of the Notice on Rapeseed Purchase in 2015 issued by the National Development and Reform Commission and other five departments, Hubei Province and other major rapeseed producing areas have recently begun to deploy rapeseed purchase for the sixth time. This marks the final implementation of the new rapeseed purchase policy in 2015. policy fall

According to the spirit of the notice of the National Development and Reform Commission and other five departments on doing a good job in rapeseed acquisition in 2015, Hubei Province and other major rapeseed producing areas have recently begun to deploy rapeseed acquisition work. This marks the final landing of the new rapeseed acquisition policy in 2015.

After the implementation of the policy, what is the situation of the sale and acquisition of newly produced rapeseed by farmers and oil factories in the producing areas?

Farmers have begun to sell large quantities of newly produced rapeseed. First, the acquisition policy is clear, and it is difficult to have too many market opportunities to wait; second, with the rising temperature, it is more difficult for farmers to preserve rapeseed; and third, early rice has entered the harvest period, so it is urgent to vacate the warehouse for the listing of new rice. " Liu Lei, manager of the relevant agricultural products department, told reporters.

Judging from the relevant measures for the acquisition of rapeseed in 2015 issued by Hubei and other major producing areas, the purchase price of newly produced rapeseed this year is mainly formed by the market, sold by farmers, purchased by oil factories and traders, and withdrew from the temporary collection and storage policy.

According to the reporter's understanding, when the newly produced rapeseed is about to be harvested and put on the market this year, the relevant departments made clear this year's rapeseed acquisition policy on May 19. In previous years, the government-led open buyout is no longer carried out, replaced by the acquisition subsidy policy, the specific purchase price and subsidy rules are determined by the local government. Subsequently, the local government delayed announcing the specific purchase price and subsidy details of newly produced rapeseed, resulting in a general wait-and-see mentality in the market after a large number of newly produced rapeseed was harvested, and trading in many producing areas was light during the peak season of rapeseed listing. There has been a strange thing that "oil factories do not collect, farmers do not sell".

Wang Hongwei, a grain and oil trader in Jingzhou City, Hubei Province, told reporters that due to the lack of government-sponsored acquisitions, the price of newly produced rapeseed has been falling all the way after it went on the market this year. For example, the opening price of newly produced rapeseed in some producing areas in Hubei is only about 1.6 yuan per jin, which is far lower than the mainstream market price of 2.55 yuan per jin last year. "in the face of such a large price difference, farmers in the producing areas naturally have a serious psychology of being reluctant to sell, and some farmers would rather leave the newly produced rapeseed at home and watch it get moldy rather than sell it cheaply."

From the oil factory's point of view, Wang Hongwei said that the prices of rapeseed meal and rapeseed oil have both declined, and sales are not smooth. Coupled with the shortage of funds in many oil factories, even if the price of newly produced rapeseed is very low, many oil factories are powerless. According to the current ex-factory prices of rapeseed oil and rapeseed meal, the acceptable rapeseed price is less than 1.7 yuan / jin.

During the interview, the reporter learned that after the local governments in the main producing areas announced the subsidy rules for newly produced rapeseed, the market situation quickly changed, mainly manifested by the weakening psychology of farmers to cherish the sale of rapeseed and speeding up the process of selling rapeseed. At the same time, the enthusiasm of oil factories and traders to buy rapeseed has increased, and some oil factories have taken advantage of the price differences between rapeseed in different regions to do trade.

According to Liu Lei, the Cofco branch in Huanggang, Hubei Province, has purchased more than 20,000 tons of rapeseed, while other large oil factories such as Cofco Xiangrui and Wuhan Yihai have also acquired thousands of tons of rapeseed, while oil plants such as Hubei Hongkai, which are flexible in operation, have not only purchased rapeseed for their own use, but also sold a large number of rapeseed meal to Hunan, Sichuan and other places, which is conducive to further active market.
