In order to speed up the construction of a new countryside, in recent years, various localities have formulated a lot of positive and effective policies according to local conditions, invested a lot of manpower, material and financial resources, and made great achievements. However, it is undeniable that the progress of new rural construction in some areas is still slow, and to a certain extent, there is a phenomenon of formalization and disorder. The construction of new countryside and the construction of new urbanization are two important aspects of China's economic and social development, which complement each other. In the new period, how to further focus, accurately and effectively build a new socialist countryside with prosperous economy, perfect facilities, beautiful environment and harmonious civilization needs active thinking and bold practice.

Rural village layout planning and optimization is a basic work of new rural construction, which is directly related to the coordinated promotion of urbanization and new rural construction. After decades of rapid development, most of China's rural areas still maintain the traditional village pattern, which brings some obstacles to rural economic and social development, mainly as follows: the imbalance of development in rural areas is aggravated and there is a lack of overall planning; the intensive utilization rate of land is low, and extensive and inefficient construction causes a great waste of land, financial resources and resources; population and industry are scattered, so it is difficult to produce agglomeration benefits of economic and social development. The investment and maintenance costs of infrastructure and public services in rural areas are increasing day by day; some beautiful villages, traditional ancient villages and folk culture have suffered irreparable damage.

Throughout some developed countries, they have implemented rural village consolidation in the process of urbanization, such as "New Countryside Movement" in South Korea, "Rural Comprehensive Development Movement" in India, "Land consolidation and Village Innovation" in Germany, and so on. The consolidation of rural villages in these countries is not only the inevitable result of economic and social development, but also the process of initiative and overall planning of administrative and social public forces.

In urbanization and new rural construction, the concentration of population from natural village to administrative village, from administrative village to township, from township to county town, and from county to big city is a long-term trend. In essence, the construction of new countryside is also a process of reconstruction of rural village system. To promote rural village planning and optimize the layout of rural population and industrial development is very necessary and urgent to promote local economic and social development and strengthen resource conservation and ecological environment protection.

In order to promote village planning and optimal layout, we should first make clear the orientation and optimization of village development. The investigation of the physical geography, population mobility, traffic conditions, industrial development and other conditions of the village and the in-depth analysis of the development potential are the basis of village planning and optimal layout. Villages and towns should determine the echelon of village development and layout optimization on the basis of fully considering the different conditions of rural villages in the region, combined with the development orientation and overall planning of villages and towns. Generally, villages can be divided into small town type, expansion type, reservation type, withdrawal and merger type and characteristic type and so on. Secondly, the construction of village infrastructure and the allocation of public services should be planned as a whole. On the basis of defining the orientation of village planning and development, villages and towns should make overall planning for population mobility, infrastructure construction, small towns and beautiful rural construction, industrial and agricultural layout and industrial agglomeration. Farmland protection and ecological conservation should be planned as a whole. Local governments at the county level should make overall planning and optimize the layout of population mobility, industrial development and infrastructure construction in the county.

At present, some people still have some doubts about village planning and optimal layout, and there are still some difficulties and obstacles in promoting this work in practice, such as the conflict of traditional local concepts, the social security of migrant farmers, the financial burden of grass-roots governments, the protection and inheritance of local civilization, and so on. We should look at these doubts from the perspective of development. With the development of economy and society, some difficulties and obstacles can be overcome and solved by grass-roots governments through reform and innovation of working ideas and working methods. The process of solving these doubts and difficulties is also the process of building a new countryside. The countryside itself is a dynamic and developing concept, and the construction of new countryside and beautiful countryside is an evolution process of dynamic development. Only by protecting and inheriting the traditional local civilization and realizing the scientific development at the same time, can we really realize the protection and inheritance of the traditional local civilization.

Nowadays, the pattern of traditional villages in some rural areas has lagged behind the increasingly accelerated economic and social development of our country, causing some problems and obstacles to rural development. It has become a very important work in the new rural construction to promote rural village planning and optimize the layout of rural population and economic and social development on the basis of fully considering the differences of physical geography, population layout and development potential. The grass-roots government needs to plan ahead, gain a foothold in the long run and implement it steadily.

At the same time, it should also be noted that village layout planning and optimization is a long-term and arduous task. The implementation of village layout planning and optimization can not be eager for quick success and quick profit, can not engage in an one-size-fits-all, mandatory movement, should respect the wishes of farmers, and give priority to planning and guidance in the short term. What is more, it should be noted that our country has a vast territory, and the situation varies greatly from place to place, and there is no unified model that can be copied. All localities need to actively explore their own optimal layout model of villages in the light of objective conditions, economic and social development, and so on.
