Speeding up the Transformation of Agricultural Development Mode and paying attention to Sustainable Development of Grain production

The recent executive meeting of the State Council held that the work of "agriculture, rural areas and farmers" is related to the overall situation of the country and should be placed in a basic position at all times. The conference plans to speed up the transformation of the mode of agricultural development and take the road of safe, efficient and green development.

In recent years, the restructuring of the planting industry, the accelerated transformation and upgrading of herbivorous animal husbandry, the conversion of grain to feed, crop rotation and other pilot projects have been caught early, the integration of the first, second and third industries and the informationization of agricultural mechanization have been steadily promoted, and the cultivation of practical talents and new farmers in rural areas has been gradually deepened. These changes clearly show that the mode of agricultural development in China is accelerating the transformation.

Grain production and production capacity increased at the same time. In the first half of this year, China's summer grain had another bumper harvest at a high starting point and a high base, with a total output increase of 8.9 billion jin over the previous year. At the same time, the delineation of permanent basic farmland has started, the construction of high-standard farmland has started from point to surface, the action to protect and improve the quality of cultivated land has been officially launched, the mode of green production has fallen into the wheat field, and the establishment of high grain production has gone up again. Grain production is changing from focusing on annual output to the sustainable development of storing grain in the land and technology.

Structural adjustment and layout optimization are promoted at the same time. The Ministry of Agriculture issued the guidance on further adjusting and optimizing the Agricultural structure, carried out the pilot project of changing grain to feeding in the "three north" areas, carried out the pilot crop rotation of grain and beans in 30 counties in the northeast, and continuously optimized the grain economy and the structure of planting and breeding. We will promote the promotion of the staple food processing industry and carry out a national demonstration of leisure agriculture. at present, there are more than 1.5 million "farm music" across the country, driving more than 30 million farmers, and the integration of primary, secondary and tertiary industries is accelerating.

Resource utilization and environmental protection are implemented simultaneously. This year, eight ministries, including the National Development and Reform Commission, the Ministry of Finance and the Ministry of Agriculture, jointly issued the National Agricultural Sustainable Development Plan (2015-2030), continuously strengthening the top-level design of agricultural resources and environmental protection. We launched the battle for the prevention and control of agricultural non-point source pollution, carried out zero growth in the use of chemical fertilizers and pesticides, and carried out pilot projects for the protection and utilization of black land in major grain-producing counties in northeast China, the restoration of cultivated land polluted by heavy metals, and the comprehensive treatment of groundwater in seriously over-exploited areas. a new round of project of returning farmland to forests and grasslands has been launched, focusing on protection on the one hand and control on the other, and promoting the transformation of the utilization of agricultural resources to conservation and efficiency.

Moderate scale operation and main body cultivation are accelerated at the same time. Relevant departments have successively formulated and issued guiding opinions such as supervision and risk prevention of industrial and commercial capital leasing of agricultural land, registration and certification of the right to contracted management of rural land, and so on, to guide the orderly circulation of land. Up to now, the transfer area of cultivated land contracted by households has accounted for more than 30.4% of the area contracted by households. New business entities such as large farmers, family farms and farmers' cooperatives have developed rapidly, and the Ministry of Agriculture has steadily implemented the new professional farmer training project and the modern young farmer plan. By the end of June, the number of farmers' specialized cooperatives registered for industry and commerce nationwide had reached 1.412 million. As a demonstration province for the cultivation of new professional farmers of the Ministry of Agriculture, the number of grain, vegetable and fruit family farms in Jiangsu has reached 14000, and the output and benefit per unit of land is more than 20% higher than that of ordinary farmers.

Scientific and technological support and equipment support will be upgraded simultaneously. Since the pilot reform of the rights and interests of the seed industry was launched at the end of last year, scientific research institutions and personnel have been steadily promoted to "empower" and "concede benefits", breaking through the "shackles" of the mechanism and system for agricultural innovation-driven development.
