On July 25, 2015 Agricultural Products and Agricultural Industry Development Summit Forum was held in Beijing. Chen Xiaohua, vice minister of agriculture who attended the event, said that how to use advanced information technology to transform traditional agriculture, so that agriculture can achieve curve overtaking and rapid development, thus bridging the digital gap between urban and rural areas, and can synchronize with industrialization, urbanization and informatization is an important issue in front of "Internet + Agriculture".

Chen Xiaohua believes that from the existing practice, the use of Internet information technology can solve three problems in agriculture: first, the use of network technology to control the production and operation process. Through the development of precision agriculture and automated agriculture, losses can be reduced, costs can be reduced, efficiency can be improved, and the traceability of agricultural products can be solved to ensure the quality and safety of agricultural products. Secondly, the use of network technology for agricultural management and farmers 'lives. Chen Xiaohua said,"The scattered small production and large market connection, agricultural electricity supplier this way is feasible, it should be said that in the world, China's agricultural products e-commerce or ahead." Thirdly, big data and cloud computing technologies can also be used to solve the management problems of rural society.

"One of the most important points of 'Internet + agriculture' is to solve the problem of how to '+'", Chen Xiaohua believes that the application of new technologies to agriculture will form an innovation drive, which will change the power source of the past and add new impetus to the development of agriculture. "Internet + Agriculture" is a revolution in the way backward agriculture develops. Since it is a change,"Internet + agriculture" is not simply to connect the network to agriculture, but to have a "chemical reaction" of industrial model innovation and leapfrog development.

Data show that at present, the number of agricultural e-commerce platforms in China is nearly 4000, showing a rapid growth trend, but due to the existence of "one thousand nets", high cost, standardization and other problems, only 1% profit, 88% loss. According to the latest data from China Internet Network Information Center, as of June 2015, the number of Internet users in China reached 668 million, and the Internet penetration rate was 48.8%, of which rural Internet users accounted for only 27.9%.

As the main body of the "Internet + agriculture" revolution, farmers are limited by their knowledge level. Whether they can "+" enter the Internet and how to "+" enter the Internet are the key to whether the Internet and agriculture can truly achieve deep integration. From instinctive resistance to the Internet to gradual simplicity and practicality, the Internet is still in the process of "taking root" in rural areas, and the real application to farmers 'actual production and life has yet to be further developed.
