Why violence occurs frequently in rural land expropriation
On the afternoon of July 24, a large-scale armed brawl occurred in Liudian Village, Dianzi Town, Ju County, Rizhao City, Shandong Province. Local villagers said the incident was due to land expropriation. Local police station confirmed that there are about 50 people on both sides of the conflict, for Liudian village villagers and village cadres and relatives, the conflict started because of land issues. (China Youth Network, July 29)
With the development of industrialization, urbanization and modernization, rural land expropriation is becoming more and more common, and all kinds of contradictions caused by land expropriation have become increasingly prominent. How to effectively solve the various problems caused in the process of land expropriation is not only related to the vital interests of farmers, but also related to the safety and stability of one side.
Why do violence occur frequently in the process of land expropriation? The author thinks that, on the one hand, it is due to the way that our village cadres do not pay attention to their work in the process of land expropriation, and their attitude and words are not appropriate enough, so that they have an impact. On the other hand, it also lies in that our land compensation mechanism is not perfect, the standard of compensation is unreasonable, farmers are not satisfied with the standard of land compensation, and some farmers do not receive full compensation and other reasons, which are the causes of profiteering events.
Land is the "lifeblood" of farmers, how to properly solve all kinds of problems in the process of rural land expropriation is of great importance. The incidents of profiteering and group petitions caused by land expropriation emerge one after another, so we have to attach great importance to the problem of rural land expropriation.
First, it is necessary to strengthen the publicity of land laws and regulations. The government's use of land according to law is given by law, and its ultimate goal is to meet the growing material and cultural needs of the people. Therefore, the broad masses of farmers should give priority to the overall situation and know how to give up a small family to a big one at a critical moment.
Second, we should pay attention to the ways and methods in the process of land expropriation. In the process of dealing with the specific problems of rural land expropriation, grass-roots village cadres should not be simple and rough, but should pay attention to ways and methods, communicate and coordinate more with the masses, and talk more about policies and reasons with the masses, so as to gain the understanding and support of the masses.
The third is to further improve the relevant compensation mechanism for land expropriation. Under the premise of complying with the law, we should raise the standard of land compensation and really benefit the people. To formulate a unified standard of compensation for land expropriation, such as the implementation of comprehensive land price in the same area, the same area and the same category, the same compensation standard can avoid losses for honest people, and the irrational comparison psychology of farmers can be eliminated. Reduce the contradictions caused by land expropriation to a minimum. At the same time, if the standard of compensation for land expropriation is illegal, the compensation is not in place, or even the misappropriation of land requisition is intercepted, it should be accepted in accordance with the law and the contradiction will be resolved at the grass-roots level.
