On August 4, the Ministry of Agriculture announced the list of pilot units and supporting management measures for the establishment of 103 national agricultural product quality and safety counties and four national agricultural product quality and safety cities. It is understood that at the national meeting to control "table pollution" in November 2014, the establishment of national agricultural products quality and safety counties was deployed and launched, and various localities actively created them. On the basis of strict evaluation, consultation, and public publicity, after the executive meeting of the Ministry of Agriculture, the list of pilot units for the establishment of national agricultural products quality and safety counties (cities) was determined. This batch of pilot units are mainly the main producing counties of "vegetable basket" products, covering 31 provinces (autonomous regions and cities) and the Xinjiang production and Construction Corps.

The general idea of the Ministry of Agriculture in establishing a national agricultural product quality and safety county is to focus on the main producing counties of "vegetable basket" products, to promote the implementation of territorial management responsibilities in various localities, and to explore the establishment of an effective supervision mode. to improve the quality and safety supervision ability and level of agricultural products as a whole. In the creation content, it mainly focuses on eight aspects, such as input supervision, standardized production, cracking down on violations of laws and regulations, supervision system construction, system mechanism innovation and so on, highlighting the implementation of responsibilities, whole-process supervision, capacity enhancement and social co-governance. In the way of creation, it shall be determined in accordance with the national standards, county creation, provincial evaluation, and consultation published by the Ministry. In the assessment and evaluation, it is composed of three parts: work assessment, quality and safety level and mass satisfaction, and the third-party evaluation mechanism is introduced to let the data live and let the masses have the final say. In the schedule, adhere to the pilot first, and then roll out in an all-round way, at the initial stage of the activity, set up a two-year trial period, and identify the national agricultural product quality and safety county to establish pilot units.

In order to strengthen the management of agricultural products quality and safety counties, the Ministry of Agriculture has simultaneously issued the National interim measures for the Management of Agricultural products quality and Safety Counties (interim), which further standardizes the working procedures for the establishment, declaration, evaluation, naming, supervision and management of quality and safety counties, establishes the working mechanism of "regular assessment and dynamic management", carries out supervision and inspection from time to time, carries out assessment every 2-3 years, and sets up reporting telephones. Encourage public supervision, clarify the five cases of rectification and reform and seven cases of revocation of titles, so as to ensure that the quality and safety counties are loud and competent.

In accordance with the requirements of the National Agricultural products quality and Safety County Establishment activity Plan and the National Agricultural products quality and Safety County Assessment measures, all localities actively carry out quality and safety county establishment activities, on the basis of strict evaluation, consultation and public publicity, it has been examined and approved by the 6th executive meeting of the Ministry of Agriculture. It is now determined that 103 counties, including Fangshan District, and four cities, including Weihai City, have established pilot units as "national agricultural product quality and safety counties (cities)". The people's governments of all pilot units should further strengthen the establishment, implement the responsibility of territorial management, strive to explore effective mechanisms and models for quality and safety supervision, and earnestly improve the ability and level of supervision over the quality and safety of agricultural products to the satisfaction of the masses. It is necessary to consolidate and develop the existing achievements, set an example for the quality and safety of agricultural products at the grass-roots level, and give full play to the leading role.

The agricultural administrative departments of all provinces (autonomous regions and cities) should increase their support for the establishment of pilot units in quality and safety counties (cities) and promote the sustained and in-depth development of the creation work. It is necessary to strengthen the summary and promotion of typical experiences and practices in the establishment of pilot units, promote overall promotion, and ensure the "safety on the tip of the tongue" of the broad masses of the people.
