A reporter from the Economic Information Daily recently investigated some rural areas in Jiangsu, Hubei, Guangxi, Hainan and other places and learned that at present, rural e-commerce has played an important role in unblocking the sale of agricultural products, increasing farmers' income and prospering the rural economy. however, it should also be noted that rural e-commerce is still in its infancy, facing multiple difficulties such as lack of personnel, money and supporting services. Especially in infrastructure construction, competitiveness building, entrepreneurial platform construction, logistics system and related training, there are still many shortcomings. Among them, as far as logistics is concerned, some experts have said that the average proportion of losses in the logistics of agricultural products in China is 30%, while that in the United States, Japan and other developed countries is 3% or even lower, with a difference of as much as 10 times.

The supporting service lags behind and the training is full of chaos.

With the increasing number of rural e-commerce, supporting systems are being gradually established in some places, but generally speaking, the lag of rural e-commerce supporting services, high transport costs, insufficient training or chaos are common problems reflected in many areas.

Some grass-roots cadres reflect that at present, agricultural workers are generally older, have a relatively low level of education, lack e-commerce knowledge and operational skills, and have varying degrees of talent shortages in marketing, operation, design and other positions for the development of e-commerce. The e-commerce sales platform of Guobao Bridge Rice and Jinghe Rice in Jingshan County, Hubei Province is located in Wuhan rather than Jingshan, mainly due to the lack of talent in Jingshan.

A peasant cadre in Jintan, Jiangsu Province said that rural entrepreneurship training is scattered in many departments, including rural population, science and technology, civil affairs, people's cooperatives, youth league committees, women's federations, industry and commerce federations, and so on, and is in a state of chaos in "Kowloon does not control floods." The ministries and commissions in counties and cities all have some funds and projects, and farmers' entrepreneurship training is also carried out separately, and the level of people invited to lecture is uneven, and some of them spend money but have no effect, and there is no establishment of a truly influential entrepreneurship training platform.

The reporter learned that some farmers peddle fake products for short-term benefits from time to time. How to crack down on the sale of fake products online and offline needs to be paid attention to.

In some areas, the network foundation is backward and the supporting services are lagging behind. "the infrastructure is backward, which is obvious in the central and western regions, mainly due to the poor quality of network operation, high telecommunications costs, and no network coverage in some rural and remote areas." Jingshan County Commerce Bureau said.

At the same time, with the efficient operation of e-commerce, it is increasingly inseparable from the collaborative support of e-commerce services such as express delivery, warehousing, operation, park and so on. Many places reflect that e-commerce does not have a unified service platform and cannot provide one-stop services such as consulting and warehousing for online merchants, which is specifically reflected in the aspects of high service costs, low service efficiency, service vacancies, and so on. such as higher express fees, slower delivery, less related operational services, and so on.

High transportation cost

The logistics loss of agricultural products is serious.

The logistics development of agricultural products lags behind, which not only weakens the market competitiveness of agricultural products, but also becomes the bottleneck of the whole circulation system. Chen Wenling, chief economist of the China International Economic Exchange Center, has said that the average proportion of losses in the logistics of agricultural products in China is 30%, while that in developed countries such as the United States and Japan is 3% or even lower, with a difference of as much as 10 times.

Wu Jianqiang, director of the Information Center of the Jiangsu Provincial Commission of Agriculture, and others said that compared with urban e-commerce and industrial product e-commerce, most rural logistics terminals do not reach the village at present, coupled with the high logistics speed of agricultural products or the need to adopt fresh-keeping technology, resulting in a lot of loss and relatively high logistics and transportation costs, which hinders the development of agricultural product e-commerce.

Relevant experts and industry insiders suggest that the construction of a large-scale logistics system for agricultural products should be arranged from three aspects.

The government sets up a service platform to reduce direct leading behavior. Zheng Fengtian, an agriculture professor at Renmin University of China, said that the relevant state departments have carried out many rural logistics projects in previous years, and the Ministry of Agriculture, the Ministry of Commerce, the Ministry of Industry and Information Technology, and supply and marketing cooperatives all have specific projects, such as supermarkets going to the countryside, thousands of villages and townships projects, cold chain logistics planning, and so on, but on the whole, they are not very effective. There are two main reasons: first, the rural areas are too scattered, resulting in the high cost of the construction of the logistics system, the government and enterprises do not have enough capital investment. The second is the construction of logistics system led by the government, which is relatively inefficient. As a simple example, the charge of postal express delivery is obviously higher than that of Taobao and JD.com.

Zheng Fengtian said, for example, that the small commodity express delivery system in Yiwu, Zhejiang Province has developed rapidly in recent years, providing a variety of services to customers, and all kinds of logistics express delivery enterprises have also made rapid development. This is because the government has created a development platform for the logistics industry to provide a variety of services that enterprises need, but the government does not directly lead the development of the industry, but by the market-led development of the industry. He suggested that the government should create a good platform for the development of the logistics industry, especially in view of the industrial characteristics of agricultural products logistics, carry out pledge financing such as movable property, warehouse receipts, store management rights, lease rights, and expand financing channels to speed up the development of the industry.

Some leading agricultural enterprises and professional cooperatives said that there are logistics parks in big cities, but it is difficult to find construction land to build a warehouse in rural areas, and the grass-roots government does not have relevant policy support. Dongfang City, Hainan Province is one of the largest producers of winter corn in China. Many large local corn growers reported that they hoped to build an ice factory near the producing area to store fresh corn, but the deputy mayor in charge came forward to coordinate several times. There is still no industrial land target. "the lack of cold chain logistics facilities in rural areas is an important factor leading to sharp fluctuations in the prices of agricultural products."

We will encourage large circulation enterprises and large e-commerce enterprises to extend their business networks to rural areas. For Taobao, JD.com and other capable leading enterprises, they should be encouraged to speed up the construction of rural logistics system. At the same time, we should support the professional and characteristic development of small and medium-sized logistics enterprises, especially small and micro enterprises, or form large enterprise groups by means of merger, reorganization, acquisition, holding and so on. Establish an agricultural logistics demonstration base to promote logistics enterprises and farmers to establish a close interest linkage mechanism.
