Understanding of the important position and role of Leisure Agriculture and Rural Tourism
Since the beginning of the new century, leisure agriculture and rural tourism in China have been booming and have maintained double-digit growth, which can even be described as blowout development in some key areas. However, for such a rapidly emerging industry, some places still regard it as a food, drink and merry-go-round, dispensable thing. The result of lack of understanding is not enough attention, management and support will be correspondingly absent, which is not conducive to the sustained and healthy growth of the industry. From a strategic and overall perspective, leisure agriculture and rural tourism are playing an important role in the following six aspects.
First, it is becoming a powerful driving force for modern agriculture. International practice shows that modern agriculture is an industrial system with multiple functions and deep integration of the primary, secondary and tertiary industries in rural areas; the construction of modern agriculture requires a lot of investment, but we can neither rely on the government nor compel farmers. we must give full play to the decisive role of the market. The development of leisure agriculture and rural tourism can not only expand agriculture from a single production function to multi-functions such as leisure and sightseeing, agricultural experience, ecological protection and cultural inheritance, but also meet the needs of urban and rural residents to go into nature, understand agriculture, experience agricultural interest, leisure and entertainment, and can make use of its higher economic benefits. Fully mobilize the enthusiasm of all kinds of business entities to increase investment in improving agricultural infrastructure, changing the mode of operation, using new technologies, and protecting the environment of the producing areas. Xin'an Town and Sanhe Town, Jiangyou City, Sichuan Province have built a "Guoyu Huaxi" agricultural park with the integration of modern agriculture, pastoral scenery, eco-tourism and agricultural experience in 10 villages. From 2012 to 2014, 280 million yuan of various funds were integrated in the region to improve production conditions, which far exceeded the total investment in infrastructure construction in the previous 30 years, and new varieties such as kiwifruit and grape were introduced in a large area. the promotion of three-dimensional cultivation, biological pest control and other technologies, equipped with sprinkler irrigation, drip irrigation and other water-saving facilities, greatly improved the level of agricultural development. Such examples abound all over the country. According to the survey, as long as there is a high degree of development of leisure agriculture and rural tourism, the level of agricultural modernization is high.
Second, it is becoming an important growth pole of farmers' income. The core of the issue of agriculture, rural areas and farmers is the income of farmers. The development of leisure agriculture and rural tourism can increase the value of both materialized and spiritual products in agricultural production, effectively increase agricultural operating income, extend the agricultural industrial chain, expand employment capacity, and effectively increase farmers' wage income. it can turn the farm courtyard into a "farm paradise" and rentable hotel for citizens' leisure, and effectively increase the property income of farmers. It can turn agricultural producing areas into scenic spots where residents are close to nature and enjoy pastoral scenery, so as to ensure the income of farmers for "four seasons". According to a typical survey of 135000 leisure agricultural operators, farmers account for 92.4% of the employees in leisure agriculture, with an output rate of nearly 12000 yuan per mu of land. Farmers operating leisure agriculture have an annual per capita operating income of more than 50, 000 yuan. Thus it can be seen that under the current unfavorable situation, such as the limited income of agricultural operation due to rising costs and price "ceiling", the obvious slowdown in the increase of farmers' migrant workers and wage income, and the small increase in the total amount of transferable income, leisure agriculture and rural tourism have become the hope and bright spot to ensure the sustained and rapid growth of farmers' income.
Third, it is becoming a solid support point for the beautiful countryside. The construction of beautiful countryside is a long-term and systematic project, which not only requires government guidance and policy support, but also highlights the main body of farmers and strengthens industrial support. Without the active participation of farmers and driven by government projects, the new rural construction will lack sustainable vitality; without the strong support of industry, only relying on policy support, beautiful rural construction will become a hollow village. The development of leisure agriculture and rural tourism objectively forces local governments and farmers and other operators to make joint efforts to improve rural infrastructure and public services, and regard mountains, rivers, forests and lakes as a life community, beautify the appearance of the village, afforest the road and purify the environment, create a good leisure atmosphere, and at the same time urge them to regard ploughing and reading civilization as the soft power of rural development, and constantly improve the cultural connotation of the countryside. It has raised the level of rural civilization as a whole. It is in the process of developing leisure agriculture and rural tourism that a large number of beautiful villages characterized by economic prosperity, good ecology and village civilization have emerged. According to incomplete statistics, there are more than 90,000 leisure agriculture and rural tourism villages across the country, and these villages have basically built beautiful villages.
Fourth, it is becoming an effective connector for balancing urban and rural areas. Promoting the integration of urban and rural population, technology, capital and resources is the key to building a new pattern of urban and rural economic and social integration. Leisure agriculture has the important function of connecting urban and rural areas and communicating workers and farmers. A large number of practices show that in places where leisure agriculture is well developed, the best part of the return of migrant workers appears, and the popularity and resource elements in rural areas begin to return from the city. the problems of "three staying behind" and "hollow villages" in rural areas have been alleviated; a large number of industrial and commercial capital in cities has been invested in agriculture and rural reconstruction, the effect of capital aggregation is obvious, and advanced production and management technologies have been widely used. Rural roads, electricity, water, gas and other public facilities have been greatly improved, urban infrastructure and public services are rapidly extending to rural areas, and consumer expenditure is flowing from cities to rural areas; for a long time, domestic consumption, which is difficult to start, is being fully stimulated, and the pattern of one-way flow of funds, talents and other modern elements from rural areas to cities is changing rapidly and quietly. It can be predicted that these changes will have a far-reaching impact on breaking the urban-rural dual structure, coordinating the integrated development of urban and rural areas, and promoting steady economic growth. When presiding over the 22nd collective study of the political Bureau of the CPC Central Committee, General Secretary Xi Jinping stressed that accelerating the integration of urban and rural development is not only a strategic task put forward by the 18th CPC National Congress, but also an inevitable requirement for implementing the "four comprehensive" strategic layout. we must step up our work, increase investment, and strive to make a major breakthrough in the overall planning of urban-rural relations. It is an effective measure to thoroughly implement the spirit of this important speech and attach great importance to and promote the development of leisure agriculture and rural tourism.
Fifth, it is becoming a unique carrier of industrial integration. Promoting the integrated development of the primary, secondary and tertiary industries in rural areas is a major deployment made by the Central Rural work Conference this year, another major innovation in the Party's working concepts and ideas on agriculture, rural areas and farmers, and a fundamental choice for the transformation and development of agriculture and rural areas under the new normal. It is also an inevitable requirement to comply with the new trend of industrial development at home and abroad. However, the connotation of the integration and development of the primary, secondary and tertiary industries in rural areas is rich and involves a wide range of areas, which can not be generalized, and the carrier of integration needs to be found. Leisure agriculture and rural tourism have highly reflected the concept of the integration of primary, secondary and tertiary industries from the first day of their birth. Every business owner not only needs to produce high-quality agricultural products with original ecology, but also is usually processed into commodities that tourists can taste, enjoy and carry. They are not only new main bodies of agricultural production and operation, but also small and medium-sized agricultural products processing enterprises, but also owners of rural leisure tourism services. It naturally combines agricultural production, agricultural products processing and leisure tourism services closely together, realizes the high integration and interaction of the three industries in rural areas, greatly expands the development space of rural industries, and improves the quality and efficiency.
Sixth, it is becoming the main power source of tourism development. International experience shows that in the process of rapid industrialization and urbanization, it is often accompanied by the rapid growth of people's leisure demand. At present, China is in the middle stage of industrialization. With the improvement of residents' income level and the transformation of consumption patterns, the tourism and leisure industry will continue to be in the stage of rapid development for a long time in the future. Statistics show that at present, the added value of China's tourism industry accounts for more than 4% of GDP. In 2014, the number of domestic tourists reached 3.6 billion, an increase of 10%. The total revenue of tourism for the whole year was 3.25 trillion yuan, an increase of 11%. The completed direct investment was 680 billion yuan, an increase of 32% over the same period last year, significantly higher than that of other service industries. While seeing the good development trend of tourism, we should also see that the support and potential of the current and future development of tourism lies in agriculture and rural areas. On the one hand, the carrying capacity and expansion space of traditional scenic spots such as famous mountains and rivers, temples and ancient temples are limited, which is far from being compared with the vast rural areas, and it is very difficult for their development indicators to achieve great growth within a certain period of time. On the other hand, due to the influence of many factors, such as urban living environment, the pressure of life and work, and so on, citizens are far away from the hustle and bustle of urban areas, and have an increasingly strong desire to go to the countryside to see the blue sky and white clouds, to see clear water and clear waves, to breathe fresh air, and to taste characteristic delicacies. Rural areas have increasingly become the preferred leisure and tourism destination for citizens. Leisure agriculture is the industrial support of rural tourism, rural tourism is an important support for the development of leisure agriculture, the two are inseparable. Therefore, in order to promote the development of tourism, we must attach great importance to and support the development of leisure agriculture and rural tourism.
