Editor's Note: Since July 28, Anhui, Jiangxi, Hunan and Hubei Province have successively started the acquisition of early indica rice in 2015, relieving the short-term pressure at the initial stage of market purchase price, and the market-supporting effect of policies gradually appears. However, subject to storage conditions and farming arrangements, some farmers, large grain growers and cooperatives in Jiangxi were forced to sell rice at low prices before the start of the market-supporting policy; in some areas of Hunan, the market-supporting policy was too slow to start, affecting farmers 'grain sales. Experts pointed out that under the background that policy reserve demand has become an important export of early indica rice, the state should perfect and reform the grain market regulation policy to promote stable grain income increase.

Jiangxi: Lack of storage conditions, high yield early rice difficult to enjoy good price

New agricultural business entities look forward to state support for self-built storage facilities

From July 28, Jiangxi launched the implementation plan for the minimum purchase price of early indica rice in 2015. The reporter interviewed and found that similar to previous years, due to the lack of storage conditions and the impact of low-priced imported rice, many farmers who were busy with "double robbing" could not wait for the market acquisition to start, and sold rice to private acquisition enterprises and grain dealers at a price lower than the market price.

The total yield of early rice is expected to reach the third high yield year in history

Since May, large-scale heavy precipitation weather has frequently occurred in Jiangxi Province, which has affected early rice production. However, due to the full implementation of the policy of strengthening agriculture, benefiting agriculture and enriching farmers, promoting the establishment of high yield and tackling key problems of green production increase, timely taking measures to resist disasters and reduce disasters, ensuring stable production and yield increase, farmers 'early rice production harvest is in sight.

From July 13, early rice in Jiangxi Province entered the harvest period in an all-round way. According to the prediction of the Provincial Department of Agriculture, the total output of early rice in the province will reach 16.202 billion jin, an average increase of 445 million jin over the past five years. The total output is expected to reach the third high-yield year in history, accounting for one quarter of the national early rice output.

"Production has not decreased, and there are still some increases compared to last year." Poyang County Lefeng town cross river village grain farmer Gao Caixia told reporters, This year a total of more than 5 million catties of early rice, More than last year more than 300,000 catties.

Lack of storage conditions, farmers forced to sell grain at low prices

"Our company has already purchased more than 2000 tons of dried early rice. The purchase price is 1.35 yuan/catty according to last year's price. What we have received is grain from several cooperatives and large grain growers who signed contracts with us at the beginning of the year." Poyang County Shengtai Grain Industry Co., Ltd. operating director He Manjiang told reporters.

However, Gao Caixia could not sell this price. On July 8, Gao Caixia began harvesting early rice. As soon as the rice was harvested from the field, Gao Junmin, a grain dealer, began weighing and weighing, and a cart of wet rice entered his company's warehouse.

In Poyang County, a large grain-producing county in Jiangxi Province, there are many cooperatives and large grain-growing households as helpless as Gao Caixia. This year, the purchase of the market has not yet begun, most farmers have almost harvested early rice, we should quickly sell out to withdraw funds, used to prepare for planting late rice.

"With such a large amount of rice harvested, it's not good to store it. We don't have a warehouse or a dryer. It's easy to germinate and rot in our hands. Although it's cheaper, it's still worth a catty if you can sell it as early as possible." Wu Zhengwei, director-general of Fengqing Rice Professional Cooperative in Qingni Village, Sanmiaoqian Township, told reporters that this year's early rice harvest is better than last year's. The cooperative's rice volume has more than 8 million kilograms, but its income has not increased much. "The sun-dried ones cost 1.24 to 1.26 yuan per catty, and the unsun-dried ones cost about 9 cents per catty." Wu Zhengwei said that although he knew that the market price was higher, he "couldn't sell it."

It is understood that if local private grain purchase enterprises purchase at the market price of 1.24~1.26 yuan/catty, retail farmers can basically make money, while large growers, family farms, cooperatives and other new business entities, due to the increase of labor costs, land transfer fees and other costs, earn little or even lose money.

If you can store it, you can earn more

Many large grain farmers said that if they have warehouses, dry or dry the rice and store it, and then sell it at the right market price or when the state buys it, they can not lose money or earn more.

It is understood that large growers buy dryers, and the state subsidizes them according to the tonnage of rice processed by dryers at a standard of 4500 yuan/ton. At present, there is no subsidy for building granaries. To build a grain warehouse with drying equipment requires an investment of about 2 million to 3 million yuan.

"The investment required to build a grain warehouse with drying equipment is too large for us to afford." Wu Zhengwei said that some large enterprises can build a lot of warehouses, buy farmers 'grain at market prices, store it after drying and drying, or process it into products for sale, or sell it to the state grain depot after the market purchase begins, so as to earn a price difference.

Jiangxi started the implementation plan for the minimum purchase price of early rice. It is not allowed to lower the price, raise the price, or give farmers IOUs or divert the purchase funds for other purposes. "We also hope that the state can issue relevant policies as soon as possible to help cooperatives, family farms and large growers build grain warehouses with drying equipment, so as to solve the problem of drying and storing grain, so that we will not have a good harvest when planting grain, but we can only rely on fate when selling grain." Wu Zhengwei said, Also hope the state can carry out the market purchase early, Preferably in early July, And farmers sell early rice time synchronization, Not because of the time difference and make it difficult for grain farmers to enjoy more good policies.

Hunan: Local support for market acquisition lags behind large grain growers and poor grain sales

The grain storage department will take an appointment to purchase large households

"This year, we harvested early rice early and collected 600,000 catties of grain, but we still have more than 100,000 catties to sell!" August 7,, Hunan Province Shaoyang City Longhui County grain farmer Deng Xingping told reporters his "joy and worry." Deng Xingping's "worry" sales are not smooth, and the price is not high, which also makes many large grain farmers troubled.

On July 28, Hunan started the acquisition of early rice market in the whole province. The reporter learned from the Hunan branch of China Grain Reserve that most of the areas around Dongting Lake started the market acquisition on July 28, while some counties (cities) in mountainous areas, especially Shaoyang and other places, have not started the market acquisition due to the delay of more than 10 days due to the cleaning of storage points and the delay in quality inspection equipment.

The yield and total output of early rice increased, and large grain growers became the main force of "expanding flour"

Under the background of low yield of early rice production in 2013 and 2014, the grain farmers who always like to grow indica rice finally ushered in a bumper harvest of early rice this year. Zhou Zhikui, Director of Grain and Oil Department of Hunan Province Agricultural Commission, told reporters: "Hunan early rice yield increased by 5 kg on average this year, total output increased by 100 million jin, early rice harvest is a foregone conclusion."

In Hunan, it is generally easy to harvest in lake areas, but difficult to increase grain in mountain areas. In Longhui County, a typical mountainous county, Wu Houbin, director of the county's agricultural bureau, said that the planting area of early rice this year increased by nearly 10,000 mu compared with the previous year, all of which were indica rice. The average yield per mu of early rice in the county increased by about 20 kilograms compared with previous years, increasing 1.2 million kilograms in total.

Why did you increase grain production in 2015? Chen Lixiang, deputy director of Longhui County Agricultural Bureau, believes that in addition to the special subsidies for unified prevention and control to promote grain loss and yield increase, the implementation of soil testing and formula fertilization in double-cropping rice areas and the implementation of straw returning to fields, the "grain planting project system" encourages farmers to expand planting area. According to introduction, Longhui County implements relevant reward and compensation projects to farmers who grow more grain. This year, there are 12 large planting households and cooperatives of more than 1000 mu, and only large grain farmers increase the area by nearly 500 mu.

The reporter learned that large grain growers are the main force of Hunan early rice "expansion". This year, there are more than 140,000 new business entities such as large grain growers and cooperatives in the province, with 10,000 new ones. In addition, agricultural departments at all levels actively set up demonstration films such as ten thousand mu super rice, high-yield establishment and double-season mechanical planting to drive large-area early rice to achieve high yield; adopt advanced technologies such as green disease and pest prevention and control, actively promote specialized unified prevention and control of rice diseases and insect pests with whole-process contracting as the main form, so as to ensure high and stable grain yield.
