But according to our current assessment standards, it is an underdeveloped area. Wenzhou is much richer than Wencheng, but its air and water quality is not comparable to that of Wenzhou. Therefore, the goal orientation of Chinese-style urban-rural integration is very important.

After the target has been located, there are still several problems to be solved. The first is who will do it. It is impossible to rely solely on the market, because we have a very high degree of marketization in recent years, but the gap between cities and townships is widening, and the rapid economic growth in recent years is actually supported by rural areas. The main body of urban-rural integration should be promoted by the central government, because the biggest gap between urban and rural areas is public services, such as the medical security system. I think the solution should be to establish a national security system for the integration of urban and rural areas, rather than simple remote reimbursement. We need the central government to establish a system to provide urban and rural people with unified public services such as medical care, pension, education and so on.

The second is the development mode of agricultural modernization. What kind of agricultural modernization should we achieve? Israel is a country that lacks resources, can build modern agriculture, and is a model for the world. Israel's rural cooperatives have done a good job, integrating agriculture, industry and trade, and the most advanced agricultural technologies are all landed in rural areas. What we are talking about now is the productive forces, but the rural areas need production relations commensurate with the productive forces and need to be organized to change the situation of scattered sand.

The third is the problem of rural talents. The solution to the problem of talents requires the change of social ideas. If urban people change their minds and pursue health and happiness, urban people may first choose to go to the countryside, and it will be a new trend to "move" to work and enjoy the countryside in the information society.
