Three accounts should be calculated for the farmers who go to the city.
Exploring the reform pilot project of paid withdrawal of contracted land is a realistic way to promote appropriate scale operation of agriculture based on national conditions and an important part of promoting human urbanization. In order to ensure the smooth progress of this historical process, the key is how to protect the rights and interests of farmers leaving agriculture and entering cities. This requires three accounts to be settled for them, one for going to the city, one for leaving the farm, and the other for the back road, which is not only a matter of fairness, but also an issue of efficiency, but also a decisive key issue.
Recently, the General Office of the State Council issued the opinions on speeding up the Transformation of the Mode of Agricultural Development, clearly pointing out that on the basis of adhering to the collective ownership of rural land and fully respecting the wishes of farmers, we will steadily carry out paid withdrawal of contracted land by farmers in the pilot areas of rural reform, and guide farmers with stable non-farm employment income and living in cities and towns to voluntarily withdraw from the right of contracted management of land. It should be said that this decision is of great significance and far-reaching impact, which is not only conducive to promoting appropriate scale operation of agriculture, optimizing the allocation of agricultural resources, improving agricultural productivity, but also has important guidance for further reducing farmers and promoting human urbanization.
Moderate scale operation is the only way to promote agricultural modernization, but at this stage, it is faced with two difficulties: on the one hand, the fragmentation of agricultural land, the per capita cultivated land area of agricultural labor is less than 10 mu; on the other hand, as the problem of citizenization of migrant workers has not been solved, 269 million of migrant workers still retain rural land. Our ancestors left us only so much land, to promote appropriate scale operation can only take the new road of urbanization, so that more migrant workers can integrate into the city as soon as possible. The state also proposes to solve the problem of about 100 million agricultural migrants living in cities and towns by 2020. Therefore, it is of great significance to explore and let the farmers who have mature conditions withdraw from the contracted land for a fee.
The direction and path are clear. In order to ensure the smooth progress of this historical process, the key is how to protect the rights and interests of farmers leaving agriculture and entering cities. This requires three accounts to be settled for them, one for going to the city, one for leaving the farm, and the other for the back road.
First of all, the account of going to the city. For farmers who go to cities, it is not easy to integrate into the city. If the migrant farmer and his family want to live in the city and become new citizens, there are four questions that must be satisfactorily answered: is there stable employment? This kind of employment is not guerrilla street work, nor is it possible to set up stalls to do small business, but it is best not to be chased all over the street by chengguan. Is there a place to live?. The simple sheds and plastic houses on the construction site do not count, but they can enjoy public rental housing and low-rent housing like local residents; what about social security? In terms of medical care and old-age care, it is best to enjoy the same city insurance treatment with local residents; and can children go to school in the city? You have to go to school nearby like a local child, without any extra charge. If the four major problems of employment, housing, social security and children going to school are solved, they will not easily withdraw from the contracted land in their hometown. Therefore, to promote the appropriate scale of agricultural land management, to achieve in rural areas, kung fu in cities, is ultimately reflected in the level of urbanization, reflected in the progress of migrant workers' citizenization.
The second is the account for leaving the countryside. What is the mechanism for the paid withdrawal of the contracted land? What is the standard? How much gold is it? Does it include the cost of settling down in the city? Is it a permanent withdrawal or a withdrawal of rights and interests during the contract period? If you only withdraw from the rights and interests during the contract period, do you still have the right to contract in the next round of contract? These problems are unavoidable in reality, and we need to explain them clearly to the peasants. In addition, farmers in cities originally enjoy the "three rights" of the right to contracted management of land, the right to the use of residential land and the right to distribute collective income, but after the paid withdrawal of contracted land, do they still have the right to use residential land? Is the right to distribute collective income calculated to them at one time? Or will it continue to be enjoyed during the contract period? According to a survey, at present, more than 80% of migrant workers who are willing to settle in the city want to keep contracted land, while 2% of migrant workers want to keep homestead and real estate in rural areas. This also shows that it is the key to safeguard and develop the legitimate rights and interests of urban farmers when they leave agriculture, let them happily leave the countryside and willingly withdraw from the land, and do a good job of "paid" this article.
Finally, there is the back-road account. The citizenization of agricultural population transfer is a long historical process, which at least requires the extension and evolution of several generations. during this period, the game of interests, emotional entanglement, cultural tearing and fate ups and downs are not as simple as "wind and water without trace". It must be that only the parties can appreciate the sweetness in it. Chinese farmers are deeply influenced by traditional culture, love their land and move back to their homes. When exploring contracted land to withdraw from the pilot project for a fee, we should encourage some farmers who go to cities to actively integrate into the cities when the conditions are ripe, and they should also maintain the patience of administration, and allow even a small number of farmers to have a long process of hesitation, even if it may delay a generation. For those peasants who are not very stable in employment and income in cities, and who are not very sure about their expectations for the future, and those who cannot adapt to the cities and want to return to their hometown, we should fully respect their insistence that there is a way to advance and retreat, so as to prevent them from losing ground. This is not only a way for farmers to go to the city, but also an additional train of thought for sustainable development.
At present, the number of rural reform pilot areas in China has reached 58, covering 28 provinces, which is highly representative, and the test results are correspondingly highly exemplary. But in spite of this, when the pilot in the pilot area is paid to withdraw, we should still adhere to the principle of safety, not to act too hastily and excessively. After all, the more prudent, the more proper; the more suffering, the more thoughtful. We might as well expand the scope of the pilot project, consider more difficulties, grasp the timing more accurately, truly have a strategic vision and be realistic, have both overall planning and dialectical measures, and have a promotion mechanism and improve it in a timely manner. only in this way can we not lose the purpose of the experiment and have the significance and role of the pilot project.
Exploring the reform pilot project of paid withdrawal of contracted land is a realistic way to promote appropriate scale operation of agriculture based on national conditions and an important part of promoting human urbanization. Therefore, it is not only a question of fairness, but also an issue of efficiency, but also a decisive key issue, to help farmers who go to cities to settle three accounts and not to damage their rights and interests.
