On the 13th, scattered heavy rainfall occurred in the south of the Yangtze River, the north of Guangxi and the east of southwest China. Among them, the rainfall in southern Zhejiang, Fujian, Jiangxi, central and southern Hunan, northern Guangxi, southern Guizhou, Sichuan Basin, southern Yunnan and other areas, Zhejiang Wenzhou, Fujian Ningde, Hunan Huaihua, Guangxi Hechi and other localities 150mm to 205mm.

It is expected that on the 14th, the short-term strong fall will mainly occur in eastern Inner Mongolia, southern North China, western Huang-Huai and northern, Jiangnan, South China and southwestern regions, eastern and southern parts of the southwestern region; among them, the hourly rainfall in northern Shandong, Hunan, Jiangxi, southern Zhejiang, Fujian, southern Guangdong and Yunnan can reach 30-50 mm, and the local rainfall will exceed 60 mm. In addition, there will be thunderstorms, strong winds or hail in northern Xizang, western Qinghai, southern Shanxi, western Shandong, southern Guangdong and other places.

At present, most of the late rice in South China is in the stage from three leaves to transplanting back to green, while most of Jiangnan and eastern South China are in the tillering stage, and some of them are in the jointing stage. The tillering stage of rice is mainly composed of long roots, long leaves and long tillers, which is the main period of vegetative growth and the key period to determine the number of panicles. This period is a period when rice is more sensitive to water, and the soil water content is highly saturated to the shallow water layer, which is beneficial to early tillering, and the water layer is too deep, and the tillering is gradually inhibited; on the contrary, when the soil moisture decreases to less than 70% of the field capacity, it begins to affect the tillering of rice.

Heavy precipitation will further increase soil moisture and store water in reservoirs and ponds, which can meet the water needs of late rice in the development period. However, local short-term heavy precipitation and strong wind weather may cause rainstorm and flood disasters, resulting in flooding of some low-lying farmland, lodging of tall crops or mechanical damage of leaf stems.

It is suggested that the stagnant water in the field should be removed in time after rain in Jiangnan and South China, the root growth environment of crops should be improved, and fertilizer should be applied properly to promote the normal growth of crops.
