Milk is known as the "closest to perfect food" given by nature to human beings, and it is a nutritious food generally accepted by countries all over the world. A glass of milk can feed a life and strengthen a nation. The CPC Central Committee and the State Council attach great importance to dairy industry development and quality and safety work and have done a lot of fruitful work in policy support safety supervision market cultivation and confidence boosting with remarkable achievements. Especially in 2001, 2004 and 2006, China's milk output has surpassed three consecutive steps of 10 million tons. After that, the output stabilized at about 35 million tons. At present, more than 200 million jin of milk is sold on the market in China every day, and more than 21 million copies of students' drinking milk are distributed. High-temperature milk, yogurt, pasteurized milk, milk powder, milk drinks and other products are in full range and adequate supply, and the "milk bottles" of the people are guaranteed. It can be said that China has gone through hundreds of years of dairy industry development in developed countries in more than 30 years.

At present, China's dairy industry is in an important stage of great potential. Although the amount of milk per capita in China has increased from less than 1 kg in 1978 to 33.8 kg in 2014, it is only 1 kg of the world average and 1 kg of the average of developing countries. With the growth of population, the promotion of urbanization and the improvement of people's living standards, there is a huge space for the growth of milk consumption, which brings very broad prospects for the development of the industry. However, we must also be soberly aware that the dairy industry is also facing the "labor pains" of transformation and upgrading, such as some consumers' lack of confidence in domestic dairy products, higher and higher production costs, frequent fluctuations in raw milk prices, reduced efficiency in dairy farming, and so on. The efficiency of some enterprises has declined, it is difficult to operate, and some places have even poured milk to kill cattle. Speeding up the transformation of the mode of agricultural development and vigorously promoting the construction of modern dairy industry have become a realistic and urgent task in front of us.

Dairy enterprises are the cells of the development of dairy industry, and the leading dairy enterprises are the backbone of China's dairy industry. Dairy enterprises have the responsibility to hold up the banner of "safety, quality and confidence" of the national dairy industry, reshape the image of the dairy industry and revitalize China's dairy industry. First of all, we should strengthen the awareness of quality, resolutely implement the principle of quality first, cultivate the brand like birds cherish feathers, and establish a reputation. Secondly, according to the diversified needs of the market, we should speed up the promotion of product innovation, technological innovation, business concept innovation and business model innovation. Actively adopt new circulation forms such as e-commerce, speed up the construction of cold chain logistics system, reduce circulation costs and improve circulation efficiency. Third, the whole industry chain management should be carried out in many links such as forage planting, dairy farming and dairy processing, so that farmers and herdsmen can share more of the benefits of the industrial chain and promote the healthy and sustainable development of the dairy industry. Fourth, we should speed up the pace of foreign cooperation in the process of global economic integration, while appropriately importing dairy products, practice our internal skills, strengthen our own strength, and improve the ability and level of international competition of enterprises.

Enterprises are the main body of the development of dairy industry. To expand and strengthen China's dairy industry fundamentally depends on a number of innovative and competitive dairy enterprises and the joint efforts of the whole industry. It is expected that Chinese dairy enterprises will be self-reliant and self-reliant, be the connectors between enterprises and the government, promote mutual cooperation, standardize the development of the industry, and safeguard the legitimate rights and interests of enterprises.
