Quality and Safety Monitoring Program of planting Industry in Changsha City in 2017

Last Updated: 2024/11/21, In accordance with the requirements of the measures for the Monitoring and Management of the quality and Safety of Agricultural products of the Ministry of Agriculture, this work plan is specially formulated in order to standardize and strengthen the quality and safety monitoring of agricultural products at the municipal level. I. the policy of monitoring work adheres to the monitoring work to serve the quality and safety management and law enforcement of agricultural products.

In accordance with the requirements of the measures for the Monitoring and Management of the quality and Safety of Agricultural products of the Ministry of Agriculture, this work plan is specially formulated in order to standardize and strengthen the quality and safety monitoring of agricultural products at the municipal level.

I. guidelines for monitoring work

Adhere to the monitoring work to serve the quality and safety management and law enforcement of agricultural products, and strengthen the technical support role of monitoring work in management and law enforcement. Adhere to the fairness, standardization, timeliness and accuracy of the monitoring work, and the monitoring objects will achieve full coverage of leading industries, scale bases and major products.

II. Monitoring plan

In the whole year, 2606 batches of quantitative testing of quality and safety of municipal agricultural products and 200 batches of soil testing were completed, totaling 2806 batches.

III. Monitoring of pesticide residues in agricultural products

(1) vegetables (including edible fungi)

1. Monitoring objects: large-scale vegetable production bases in various districts and counties ("three products and one standard" enterprises must be inspected) and centralized distribution centers of agricultural products.

2. Monitoring time: the vegetable scale production bases in Changsha County, Liuyang City, Ningxiang County and Wangcheng District were monitored four times a year, sampled in January, May, July and November respectively, and six times in the inner six districts were sampled in January, March, June, July, October and November. The centralized distribution center of agricultural products was monitored six times a year, and the monitoring work was completed within 20 working days from the beginning of sampling in January, March, April, June, August and October respectively.

3. Monitoring quantity: 1846 batches of vegetables (including edible fungi) are monitored throughout the year. Among them, each district county (city) vegetable scale production base 1366 batches (Changsha County, Wangcheng District, Liuyang City, Ningxiang County 55 batches each, each 220 batches, 4 times total 880 batches; Yuelu District, Kaifu District, Tianxin District 15 batches each; Furong District, Yuhua District, High-tech Zone 12 batches, 81 batches each, six times totally 486 batches) Agricultural products centralized distribution center 480 batches (80 batches each, of which 10 batches per agricultural product centralized distribution center).

4. Monitoring varieties: tomato, pepper, eggplant, cucumber, balsam pear, common towel gourd, zucchini, pumpkin, cowpeas, beans, lentils, cabbage, kale, kale, cauliflower, broccoli, cabbage, purple cabbage, pod peas, lettuce, lettuce, oil wheat, radish, water spinach, amaranth, celery, coriander, celery, leaf mustard, stem mustard, Artemisia annua, spinach, Winter vegetables, sweet potato leaves, okra, okra, sunflower, radish, carrot, potato, sweet potato, leek, onion, ginger, garlic and other vegetables and fresh mushrooms such as Agaricus bisporus, Lentinus edodes, Pleurotus ostreatus, Flammulina velutipes, Xiuzhen mushroom and Pleurotus eryngii.

Monitoring items: methamidophos, omethoate, methamidophos, parathion, methyl parathion, methyl isophos, isocarbophos, dimethoate, dichlorvos, chlorpyrifos, acephate, triazophos, probophos, fenitrothion, diazinon, malathion, phoxim, cypermethrin, cypermethrin, fenpropathrin, cyhalothrin, cypermethrin, deltamethrin, Bifenthrin, cyfluthrin, fenvalerate, triadimefon, chlorothalonil, isocarbamide, aldicarb (including sulfone and sulfoxide), methomyl, carbofuran (including 3-hydroxycarbofuran), carbaryl, triclofenac, permethrin, pentachloronitrobenzene, ethylene nucleolide, fipronil, acetamiprid, imidacloprid, dimethyclozole, pyrimidine, avermectin, thiourea, carbendazim, imidacloprid, avermectin. There are 58 kinds of pesticides, such as methylaminoavermectin benzoate, enoylmorpholine, mifenapyr, prochloraz, azoxystrobin, pendimethalin, thiazide, fluazuron and so on.

6. Sampling, testing and judging basis: the sampling standards shall be in accordance with the sampling methods for routine Monitoring of the quality and Safety of Agricultural products in planting Industry (DB43/T459-2009), sampling Standards for Inspection of Pesticide residues in vegetables (NY/T762-2004), sampling methods for fresh fruits and vegetables (GB/T8855-2008), Technical specifications for vegetable sampling (NY/T 2103-2011), Implementation of the provisions of sampling methods for Pesticide residue Analysis samples (NY/T789-2004) The detection shall be carried out in accordance with the provisions of NY/T1379-2007, NY/T761-2008, GB/T 19648-2006, GB/T20769-2008, SN/T1973-2007 and SN/T2114-2008, and the determination of monitoring results shall be carried out in accordance with GB2763-2014 and the limits for routine monitoring of pesticide residues in vegetables and fruits of the Ministry of Agriculture.

(2) fruits

1. Monitoring object: fruit scale production base of each district, county (city) ("three products and one standard enterprise must be inspected").

2. Monitoring time: sampling will be carried out in the fruit scale production base from January to September, and the monitoring work will be completed within 20 working days from the beginning of sampling.

3. Monitor varieties: peach, pear, plum, grape, watermelon, strawberry, jujube and so on.

4. monitoring quantity: a total of 100 batches are monitored in the whole year.

5. Monitoring project: same as vegetable monitoring project.

6, sampling, testing, determination basis: sampling shall be carried out in accordance with the provisions of DB43/T 459-2009, GB/T8855-2008, NY/T789-2004; testing shall be carried out in accordance with the provisions of NY/T761-2008, NY/T1379-2007, GB/T20769-2008, GB/T 19648-2006, SN/T1973-2006, SN/T2114-2008The determination of monitoring results shall be carried out in accordance with the provisions of GB2763-2008 and the routine monitoring limits for pesticide residues in vegetables and fruits of the Ministry of Agriculture.

(3) Tea

1. Monitoring objects: large-scale tea production bases in Changsha County, Liuyang City, Ningxiang County and Wangcheng District ("three products and one standard" enterprises must check).

2. Monitoring time and varieties: sampling is carried out in the first ten days of May for the whole year, and the monitoring work is completed within 20 working days from the beginning of sampling. The monitoring varieties are green tea and black tea produced in the same year.

3. monitoring quantity: a total of 40 batches were monitored in the whole year.

4. Monitoring items: BHC, DDT, cypermethrin, deltamethrin, acephate, imidacloprid, fenvalerate, permethrin, methamidophos, fenitrothion, triclofenac and other 11 pesticides.

5. Sampling, testing and judging basis: sampling shall be carried out in accordance with the provisions of DB43/T 459-2009, GB/T8302-2013 and NY/T789-2004; testing shall be carried out in accordance with the provisions of GB/T23204-2008, GB/T23205-2008 and GB/T5009.103; and the determination of monitoring results shall be carried out in accordance with the provisions of GB 2763-2014 and the announcement of prohibition of pesticides by the Ministry of Agriculture.

(4) Rice (brown rice)

1. Monitoring object: Changsha regional commercial grain production base and its processing enterprises ("three products and one standard" enterprises must check).

2. Monitoring time and varieties: sampling was carried out from September to November in the whole year, and the monitoring work was completed before November 25. The monitored varieties are the early rice in the organic rice production base and the middle and late rice in all bases.

3. monitoring quantity: a total of 50 batches are monitored in the whole year.

4. Monitoring items: 16 pesticide residues, including methamidophos, acephate, malathion, imidophos, propiophos, diazinon, triazophos, phoxim, dimethoate, chlorpyrifos, imidacloprid, acetamiprid, carbofuran, triadimefon, prochloraz and thiazine.

5. Sampling, testing and judging basis: sampling shall be carried out in accordance with the provisions of DB43/T 459-2009 and NY/T789-2004; testing shall be carried out in accordance with the provisions of GB/T 20770-2008; the determination of monitoring results shall be carried out in accordance with the provisions of GB 2763-2014 and the prohibition announcement of pesticides of the Ministry of Agriculture.

IV. Risk monitoring of heavy metals

1. Monitoring objects: large-scale production bases of vegetables and rice (brown rice) in Changsha County, Liuyang City, Ningxiang County and Wangcheng District.

2. The monitoring time shall be determined separately.

3. Monitoring quantity: a total of 560 batches were sampled in the whole year. Among them, there are 360 batches of agricultural products monitoring (310 batches of vegetables, 50 batches of rice (brown rice) in Liuyang City), 200 batches of soil monitoring, 10 batches of soil sampling corresponding to vegetable sampling sites in each district, county (city), 20 soil sampling sites in double-cropping rice areas of each district (city), 20 batches of soil in fallow period (March) and 20 batches of soil in farming period (September), and each sampling site must be located by GPS.

4. Monitoring projects: agricultural products monitor lead, cadmium, arsenic and mercury; soil monitors lead, cadmium, arsenic, mercury and PH value.

5. Sampling, testing and judging basis: the sampling of agricultural products shall be carried out in accordance with the provisions of DB43/T459--2009, GB/T8855-2008 and NY/T 2103-2011; the testing shall be carried out in accordance with the provisions of GB 5009.12, GB/T 5009.15, GB/T 5009.11 and GB/T 5009.172003, and the judgment of monitoring results shall be carried out in accordance with the provisions of GB 2762-2012 and NY 861-2004. Soil monitoring sampling shall be carried out in accordance with the provisions of NY/T 1121.1-2006; testing shall be carried out in accordance with the provisions of NY/T 1121.2-2006, GB/T 22105.1-2008, GB/T 22105.2-2008, GB/T17141-1997, and the judgment of monitoring results shall be carried out in accordance with the provisions of GB15618-1997.

V. Supervision and random inspection

1. Monitoring object and monitoring time: the specific time, variety, place, object and result submission shall be carried out in accordance with the requirements of the notice of the Municipal Committee of Agriculture.

2. Monitoring quantity: a total of 210 batches of supervision and spot checks of agricultural products were carried out throughout the year. In accordance with the requirements of the circular of the Municipal Committee of Agriculture on strengthening the Supervision of the quality and Safety of Agricultural products, combined with key holidays (Spring Festival, two sessions, Mid-Autumn Festival, National Day) and high temperature seasons (July and August), according to the problems found in the quality and safety monitoring of agricultural products and the quality and safety problems of agricultural products strongly reflected by consumers We will carry out supervision and spot checks on agricultural products in agricultural production bases, centralized distribution centers, and purchasing, storage and transportation enterprises. Among them, vegetable supervision spot checks were carried out six times, each sampling not less than 30 batches, a total of 180 batches in the whole year; fruit supervision random checks were carried out twice, each sampling was not less than 15 batches, with a total of 30 batches in the whole year.

3. Monitoring items: key testing items of prohibited and limited pesticide residues in vegetables and fruits, the specific parameters are determined by the center according to GB 2763-2014 standards.

4. Sampling, testing and judging basis: sampling and testing shall be carried out in accordance with the provisions of vegetables and fruits. The determination of monitoring results is carried out in accordance with the GB 2763-2014 standard.

VI. Qualitative monitoring

1. Monitoring objects: vegetables, fruits and edible fungi

2. Monitoring time: scheduled to be completed in the middle of each month throughout the year

3. Monitoring quantity: 341000 batches were completed in the whole year, including 150000 batches in Liuyang, 140000 batches in Ningxiang, 20, 000 batches in Changsha County and Wangcheng District, 3000 batches in Yuelu District and Kaifu District, 1500 batches in Tianxin District and Yuhua District, 1000 batches in each of High-tech Zone and Furong District.

VII. Job requirements

(1) conscientiously formulate a monitoring work plan. The Agricultural products quality and Safety Supervision Department of the Municipal Committee of Agriculture is responsible for the formulation of annual monitoring plans and programs, and the Municipal Agricultural products quality Monitoring Center shall specifically formulate and implement each monitoring work plan. The grain and oil department, vegetable department, economic department and market information department of the committee should actively cooperate with the determination of monitoring bases and centralized distribution centers.

(2) to carry out the sampling of agricultural products on time. The municipal agricultural product quality monitoring center shall strictly comply with the requirements of the monitoring plan, do a good job in sampling and testing on time and in compliance with regulations, adhere to on-site sampling, and conscientiously fill in the sampling form, the sampling form must be signed and confirmed by the supervisor of the agricultural committee of the district and county (city) or the person in charge of the unit under inspection. All production bases, centralized distribution centers of agricultural products and inspection units such as purchasing, storage and transportation enterprises should actively cooperate with the sampling work, and those who refuse to accept sampling inspection shall be punished as unqualified.

(3) standardize and do a good job in sample testing. The Municipal Agricultural products quality Monitoring Center should do a good job in sample preparation and testing in strict accordance with the relevant operating rules, ensure the accuracy of the test data, and submit the monitoring results to the quality Supervision Office of the Municipal Committee of Agriculture in time.

(4) timely notification of the monitoring results. The results of each monitoring shall be reported by the Municipal Committee of Agriculture to the people's governments of various districts, counties (cities) and agricultural administrative departments, and at the same time reported to the Provincial Agricultural Commission and the Municipal Food Safety Commission.
