There are 800 major grain-producing counties in China, accounting for more than half of the country's grain output, which plays an irreplaceable role in ensuring national food security. However, many of these major grain-producing counties are still financially poor, generally falling into the plight of greater grain contribution, less financial revenue, the more difficult it is for farmers to increase their income, and the more backward the economy. According to a research report by the China well-off Construction Research Association, the comprehensive urbanization rate of 800 major grain-producing counties is only about 24%, while there are 105 state-level poor counties, with a poverty-stricken population of 36 million. How to promote the grain-producing counties to become strong grain-producing counties through the overall planning of urban and rural development has become the focus of the forum.

The participants agreed that the phenomenon of "upside down link between grain output and financial revenue" faced by major grain-producing counties is related to China's food security and whether the strategic goal of building a well-off society in an all-round way can be achieved as scheduled. The key to solving this problem is to change the mode of development, speed up the process of urban-rural integration, use industrialization and informationization to drive agricultural modernization, and promote the transformation and upgrading of agriculture in major grain-producing counties and achieve a well-off society in an all-round way.

Jiang Heping, a professor at the Institute of Agricultural economy and Development of the Chinese Academy of Agricultural Sciences, said. Jiang Gaoming, chief researcher of the Institute of Botany of the Chinese Academy of Sciences, believes that green production is an important way for the economic transformation of major grain-producing counties. For example, the development of planting and breeding combined with circular agriculture can not only improve food quality, enhance agricultural competitiveness, but also increase the potential of cultivated land, achieve grain storage in the land, and ensure food security.

At the forum, the expert think tank committee of the China well-off Construction Research Association was officially established. Expert think tanks will devote themselves to in-depth study of rural policies and development, make suggestions for solving the problems of agriculture, rural areas and farmers, and play an active role in promoting the building of a moderately prosperous society in an all-round way.
