According to the report, 800 major grain-producing counties, which account for 73.64% of the country's total grain output, have always been the main force of grain production in China, but the development of these major grain-producing counties is generally backward, with a comprehensive urbanization rate of only about 24%. There are as many as 105 state-level poor counties. Many major grain-producing counties are still financially poor, increasingly falling into the strange circle of greater grain contribution, less local financial revenue, lower farmers' income, and more backward economy, which has seriously affected the enthusiasm of local governments to grasp agricultural production and farmers' grain growing. it brings hidden dangers to the national food security and the all-round sustainable development of social economy.

The investigation report shows that the per capita financial income of China's major grain-producing areas is less than 80 percent of the national average, and most of the major grain-producing counties are financially poor. Take Heilongjiang Province, the largest grain-producing province in China, as an example, of the 70 major grain-producing counties in the province, 43 have a financial income of less than 100 million yuan, 21 counties are provincial or national poverty-stricken counties, and 60 counties rely on financial transfer payments to maintain government operation.

The report suggests that in view of the special status and contribution of 800 major grain-producing counties in ensuring national food security, we should consider strategically and incorporate the formulation and implementation of the urban-rural integrated development strategy of 800 major grain-producing counties into the country's 13th five-year Plan as soon as possible. We should get rid of the "high-yield and poor counties" of national grain production as soon as possible, and make arrangements through policy guidance, system formulation, planning and layout, etc. Make arrangements for projects, funds, measures, etc.
