Over the past five years, the recovery of grassland ecological environment has been accelerated, the development mode of grassland animal husbandry has been accelerated, the income of herdsmen has increased steadily, and gratifying changes have taken place in ecology, animal husbandry production and herdsmen's life in pastoral areas, and grassland pastoral areas across the country have shown a scene of prosperity.

Yu Kangzhen stressed: the 13th five-year Plan is the key five years for building an ecological civilization and building a moderately prosperous society, and it is also a five-year period for tackling key problems. It is necessary to focus on the key work in accordance with the strategic decisions and arrangements made by the central authorities on the building of ecological civilization. We should stabilize and improve the grassland compensation policy, increase support for the transformation and upgrading of grass and animal husbandry, do a good job in the implementation of the system of banning grazing and grazing and the balance of grass and livestock, continue to implement grassland ecological restoration projects, and strengthen engineering construction and management of degraded grasslands. strengthen the infrastructure construction of animal husbandry and enhance the ability of grassland disaster prevention and control. We will solidly promote the development of grass and animal husbandry, organize the construction of pilot areas for grass and animal husbandry, actively cultivate new business entities, lead the cultivation of grass and animal husbandry brands and industrial upgrading, actively and steadily promote the determination of grassland contracting rights, explore and improve the informationized and standardized grassland contract management model and operating mechanism, promote the reform of the land expropriation system, and improve a reasonable, standardized and diversified guarantee system for the herdsmen in the expropriated grasslands. We will continue to strengthen grass control according to law, improve the design of laws, regulations and systems, strengthen the grassland supervision system and the building of the contingent of village-level grass managers, and severely crack down on and expose crimes that destroy grasslands.
