Fight against agricultural non-point source pollution

Since the beginning of this year, according to the deployment requirements of the CPC Central Committee and the State Council on strengthening the construction of ecological civilization and accelerating the transformation of agricultural development mode, the Ministry of Agriculture has further promoted the prevention and control of agricultural non-point source pollution around the goal of "one control, two reductions and three basics". At the beginning of this year, the Ministry of Agriculture, together with the National Development and Reform Commission and other departments, successively issued the Master Plan for the Treatment of Prominent Agricultural Environmental Problems.(2014-2018) and the National Plan for Sustainable Agricultural Development (2015-2030), issued the Implementation Opinions of the Ministry of Agriculture on Fighting Agricultural Non-point Source Pollution Prevention and Control, held on-site meetings to accelerate the transformation of agricultural development mode, etc., and established a working group on agricultural non-point source pollution prevention and control to comprehensively deploy and mobilize key work in the coming period, so as to promote agricultural departments at all levels to implement various tasks.

Improve monitoring and early warning capabilities. A national agricultural non-point source pollution monitoring network consisting of 273 farmland nitrogen and phosphorus losses, 210 farmland plastic film residues, 25 livestock and poultry breeding waste discharge positioning monitoring points and 20,000 farmland investigation points has been preliminarily established to continuously promote the normalization and institutionalization of agricultural non-point source pollution monitoring.

Implementation of zero-growth action for fertilizers and pesticides. At the beginning of 2015, the zero-growth action of chemical fertilizer and pesticide use was launched; soil testing and formula fertilization technology was popularized in an all-round way, and the promotion area reached 1.4 billion mu; green prevention and control was implemented in depth, 150 national green prevention and control demonstration zones were established, and 33 highly toxic pesticides were phased out successively; pilot construction of integration of specialized unified prevention and control of crop diseases and insect pests and green prevention and control was carried out, and 218 demonstration bases were established.

Promote pollution prevention and control of livestock and poultry breeding. We will accelerate the standardization of livestock and poultry breeding and create 3397 standardized demonstration farms; allocate 180 million yuan from the central government to implement pilot projects for the comprehensive utilization of livestock and poultry breeding wastes in nine provinces and cities; develop rural biogas projects according to local conditions and improve the sewage treatment capacity of rural breeding manure.

Carry out comprehensive utilization of straw. Implement straw comprehensive utilization project, carry out straw returning to field, livestock raising, straw biogas, straw replacing wood, straw carbonization and other aspects; start the construction of town-level straw full quantitative utilization demonstration area in Beijing-Tianjin-Hebei region, and accelerate the large-scale and industrialized development of straw utilization.

Treatment of residual film pollution in farmland. Promote the revision of plastic film standards to solve the problem that residual film is easy to break and difficult to recover; in 2015, the central government invested RMB 160 million yuan to implement plastic film recycling demonstration in 7 provinces (corps) including Xinjiang and Gansu, with a new processing capacity of about 46,000 tons of residual film and an area of about 12.12 million mu of recycled plastic film; start and implement degradable plastic film comparison test in 11 key provinces, and select degradable plastic film with good application effect for demonstration and promotion.

Promote the demonstration construction of comprehensive management of agricultural environment. A typical driving system of modern ecological circular agriculture consisting of 2 pilot provinces of ecological circular agriculture, 10 circular agriculture demonstration cities, 283 national modern agriculture demonstration zones, 1100 beautiful villages and several ecological agriculture demonstration bases has been formed; Demonstration zones for comprehensive prevention and control of livestock and poultry breeding wastes and agricultural nitrogen and phosphorus pollution have been constructed in 4 key river basins and important water source protection zones and 2 counties, and effective mechanisms for prevention and control of agricultural non-point source pollution in river basins have been actively explored.

In the next step, the Ministry of Agriculture will unswervingly implement the new development concept of innovation, coordination, green, openness and sharing put forward by the Fifth Plenary Session of the 18th CPC Central Committee. Based on the current situation and with a long-term view, it will strive to do a good job in five "strengthening" and five "increasing", namely, strengthening top-level design, strengthening planning implementation, strengthening legal promotion, increasing supervision and law enforcement, strengthening financial security, increasing social participation, strengthening monitoring and early warning, increasing scientific and technological support, and strengthening policy creation. Strengthen supervision and assessment, take various measures simultaneously, pay close attention to implementation, and ensure that agricultural non-point source pollution prevention and control work has made new breakthroughs and stepped towards a new level.
